NO AWARD. 5.1 Notwithstanding the fact that the Lot 1 Contracting Body has followed a procedure as set out above in paragraph 2 or 3 (as applicable), the Lot 1 Contracting Body shall be entitled at all times to decline to make an award for its Service Requirements. Nothing in this Framework Agreement shall oblige any Lot 1 Contracting Body to award any Call Off Agreement.
