BACKGROUND OVERVIEW 19 The National Oceanographic and Atmospheric Administration ’s (NOAA) mission is to understand and 20 predict changes in the Earth’s environment and conserve and manage coastal and marine resources to 21 meet our Nation’s economic, social, and environmental needs. NOAA’s National Marine Fisheries 22 Service (NMFS) supports the overall NOAA mission by focusing on stewardship of living marine resources 23 through science‐based conservation and management and the promotion of healthy ecosystems. 24 NMFS is responsible for the management, regulatory compliance, economic data and protection of living 25 marine resources within the United States Exclusive Economic Zone. NMFS also plays a supportive and 26 advisory role in the management of living marine resources in coastal areas under state jurisdiction. It 27 provides scientific and policy leadership in the international arena, and implements international 28 conservation and management measures as appropriate.
