---NOTIFICATION OF RATES AND CHARGES. (a) The Licensee shall file with the Issuing Authority schedules which shall describe all services offered by the Licensee, all rates and charges of any kind, and all terms or conditions relating thereto. The Licensee shall notify all Subscribers and the Issuing Authority of any impending rate increases no later than thirty (30) days prior to such increase and provide each Subscriber with a schedule describing existing and proposed rates for each service offered; provided, however, that this Section 8.2 shall not prohibit the Licensee from offering or discontinuing promotional discounts upon less than thirty (30) days notice. No rates or charges shall be effective except as they appear on a schedule so filed. (b) At the time of initial solicitation of service, the Licensee shall also provide each Subscriber with a detailed explanation of downgrade and upgrade policies and the manner in which Subscribers may terminate Cable Service. Subscribers shall have at least thirty (30) days from receipt of notification of any rate increase to either downgrade Cable Service or terminate Cable Service altogether without any charge. Once a Subscriber has requested a change in Cable Service at any time within said thirty (30) day period, the Licensee shall commence billing said Subscriber at the new rate from the date of the request for a change in service, regardless of whether the Licensee actually changes the level of service within that time period.
