ORGANIZATIONS PARTICIPATING IN THE PROGRAM. 2.1 The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), hereafter known as APHIS. The Mango Treatment and Preclearance Program, hereafter referred to as the Program, shall be directed and supervised by qualified APHIS personnel. 2.2 The Ministry of Agriculture of Perú, through the Agriculture Health National Service (SENASA - Perú), hereafter known as SENASA. By virtue of the USDA/Host country (Perú) agreement, hereafter referred to as the Agreement, treatment facilities may participate in the joint program by channeling their request through SENASA. 2.3 Mango Exporters, which includes treatment facilities and packing houses, hereafter referred to as Exporters, will be individually approved to participate in the Program. They will comply with the requirements of this work plan, as well as of the Cooperative Service Agreement (CSA) and the appropriate Budget Plan agreed with APHIS, through the Asociación Peruana de Exportadores de Mango, hereafter known as APEM. 2.4 APEM is the private sector association officially recognized to represent mango exporters for the 1.
