OTHER PARTIES AND AGREEMENTS. In Level 1 of this course on Sovereign Debt, we have briefly described the roles of the different agents involved in the issuance of bonds. It is not uncommon for the issuer to appoint a bank to act as fiscal agent, and at the same time, as transfer agent (the entity that issues and cancels bond certificates to reflect any change in ownership when bonds are transferred to new owners), principal paying agent (makes payments of interest and principal to the bondholders in return for receiving payment from the issuer) and calculation agent (makes interest calculations under the bonds).
