OUTPATIENT SUBSTANCE ABUSE TREATMENT FACILITY. a Facility Provider which, for compensation from its patients, is primarily engaged in providing rehabilitative counseling services for the treatment of Substance Abuse and Diagnostic and Therapeutic Services for the treatment of Substance Abuse on an Outpatient basis. This facility must also meet the minimum standards set by the Pennsylvania Department of Health, the Pennsylvania Office of Drug and Alcohol Programs, or another appropriate governmental agency.
