Oversight and Quality Assurance. The City shall require the Chief NAC to develop and implement a quality assurance and oversight program relating to the City’s, Subrecipients’, and Owners’ performance of functions under this Agreement, pursuant to Paragraph 19 of this Agreement, which shall include performing, at a minimum, the following functions and activities to ensure compliance with this Agreement:
