The following methods may be used for procurement of goods and non-consultant services for those contracts specified in the Procurement Plan: (a) National Competitive Bidding; (b) Shopping; and (c) direct contracting, with World Bank's prior approval.

Particular Methods of Procurement of Goods and Non Consultant Services. International Competitive Bidding. Except as otherwise provided in paragraph 2 below, goods, and Non-consultant Services shall be procured under contracts awarded on the basis of International Competitive Bidding based on SBDs previously agreed with the Bank and subject to the following additional procedures which shall equally apply in respect of any procurement of goods and Non-consultant Services carried out using NCB and Shopping procedures mentioned in the next paragraph 2 (a) below: foreign bidders shall not be required to be registered with local authorities as a prerequisite for bidding; no bids shall be rejected, and no provisional awards shall be made at the time of bid opening; the invitation to bid shall not establish, for purposes of acceptance of bids, minimum or maximum amounts for the contract prices; and the invitation to bid shall not require mandatory attendance to a pre-bid meeting as a condition to bid.

Registry Operator may offer Additional Services only with the written approval of ICANN, and, upon any such approval, such Additional Services shall be deemed Registry Services under this Agreement. In its reasonable discretion, ICANN may require an amendment to this Agreement reflecting the provision of any Additional Service which is approved pursuant to the RSEP, which amendment shall be in a form reasonably acceptable to the parties.
