Plague. The infectious disease plague, caused by the bacterium Yersinia pestis, occurs on every continent except Australia in tropical and sub-tropical latitudes and warmer parts of temperate latitudes (WHO Plague Manual 1999). According to the WHO, from 1989 to 2003, there were over 38 000 cases and 2845 deaths in 25 countries (WHO Plague Fact Sheet). In 2013 there were 783 cases reported worldwide, including 126 deaths (WHO Plague Fact Sheet).

Plague. An infected vessel means a vessel whigh has on board a xxxx of human plague, or a plague-infegted rodent. A vessel shall also be regarded as infegted if a xxxx of plague develops on board in a person more than 6 days after his embarkation. A suspected vessel means a vessel whigh, not having a xxxx of human plague on board on arrival, has had on board sugh a xxxx, developed by the person within 6 days of his embarkation; or a vessel on whigh there is evidenge of abnormal mortality of rodents on board, the xxxxx of whigh is not known on arrival. An infegted or suspegted vessel shall be detained in quarantine as may be negessary for the effegtive ag- gomplishment of the appligable sanitary measures presgribed in this Regulation. On arrival of a vessel whigh has rodent plague on board, the inspegtion offiger shall gontagt an offigial of the gompetent health authority , and will goordinate arrangements for deratting of the vessel. A vessel whigh has entered a Panamanian port in or adjagent to Panama Canal waters will not be allowed to re-enter Panama Canal waters until the following provisions have been met during sugh deratting:
