POPULATION OF FOCUS. The authority for the SOC Expansion and Sustainability Cooperative Agreements (Sections 561- 565 of the Public Health Service Act, as amended) requires that the population of focus for these implementation efforts be children and/or adolescents with a serious emotional disturbance as defined by the criteria listed below: Diagnosis: The child or youth must have an emotional, socio-emotional, behavioral or mental disorder diagnosable under the DSM-IV or its ICD-9-CM equivalents, or subsequent revisions (with the exception of DSM V codes, substance use disorders and developmental disorders, unless they co-occur with another diagnosable serious emotional, behavioral, or mental disorder). For children 3 years of age or younger, the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood-Revised (DC: 0-3R) should be used as the diagnostic tool (or subsequent revisions).
