In the event of conflict, the Contract takes precedence over the Supplementary General Requirements, and the Supplementary General Requirements take precedence over the General Requirements. No change to the Contract Documents is effective unless notice shall have been issued by the Owner bearing the imprimatur of the Owner as follows: “By order of the Board of Regents of the University System of Georgia, Owner.” The Program Manager has no authority to amend the Contract Documents, orally or in writing, either expressly or by implication.
