Presentation of HCBF Proposal to BOHC. If the HCBF Board of Directors approves a proposal for funding, HCBF shall forward a report to the BOHC that includes (a) a resolution from HCBF’s Board of Directors that the project(s) conform(s) to the requirements of this Agreement; (b) demonstration that the project(s) will reduce direct or indirect Port-related air emissions connected with the transport and handling of cargo within, into, out of, to, or from the Port of Los Angeles; (c) a description of the progress of previously approved projects and the balance of AQMF funds at the time of the report; (d) demonstration that the budget and schedule for funding drawdowns are appropriate for the type of project; (e) demonstration that the project is consistent with the Tidelands Trust Act, and (f) the HCBF Board approved substantial form of contract for the project(s).
