Primary Health Care. Primary Health Care (PHC) comprises five core functions1: 1) Clinical services delivered to individual clients and/or families in clinic, home or community settings including treatment, prevention and early intervention, rehabilitation and recovery, and clinical support. 2) Health promotion, being non-clinical measures to improve the health of the community, as a whole, such as healthy public policy, health information and education and community development. 3) Corporate services and infrastructure that support the provision of health services including workforce and financial management, administration, management and leadership, and systems for quality improvement. 4) Advocacy, knowledge and research, policy and planning such as health advocacy on behalf of clients, research and its application, and participation in policy and planning across the health system.
