PRIOR NOTICE OF CHANGE. Except in emergency situations, the City shall provide the Union with fifteen (15) working days prior notice of significant changes in City organization, operation, policies or rules implemented in accordance with the rights and responsibilities of Article II of this Agreement which may affect employees covered by this Agreement.
