Procedure of an Arbitration. The Arbitrator shall fix the time and place of sittings and notify the parties. The Arbitrator shall convene a hearing no later than twenty- eight (28) calendar days after he or she has been contacted, unless by consent of both parties the deadline is extended. The Arbitrator shall determine his or her own procedure, but shall give full opportunity to all parties to present evidence and make representation.
