Procedure Relating to the Filling of Positions. (a) The parties agree that it is in their mutual interest to assure that favorable promotional and retention consideration is granted to those individuals who are best able to maintain or improve the efficiency of the Company, further its progress and contribute to the successful accomplishment of current and future business. As such, an individual’s qualifications will be evaluated based on the job specifications, Salaried Job Classification, job competencies, work experience relevant to the job, education, and other job-related requirements as specified (for example, security clearances). Accordingly, in the filling of open positions, priority consideration will be given to the development, advancement and retention of the existing workforce. The existing workforce is defined as those employees on the active payroll or on an inactive leave of absence. Considerations for filling job openings are as follows:
