Process for Placement of Surplus Child and Youth. Workers Surplus occurs when staff must be reassigned among Families of Schools and/or the Program Department. In the event that reassignment is necessary, Child and Youth Workers who are interested in being contacted to take voluntary transfers, should indicate an interest in writing to the Senior Child and Youth Worker.
