Product / Process Certification.  When implementing a change to a platform system, the component or material will be subjected to an analysis to determine that the change can meet all platform requirements. This can result in materials testing and evaluation, component prototype fabrication and performance testing, platform trials, etc. In such cases, the time and resources may be extensive. This risk factor includes the time, resources, and uncertainty resulting from the need to certify the product or process. Extensive product/process testing programs occurring after the Period of Performance (PoP) of the Navy ManTech project should be a concern in this category.
