Professional Development Committees. The purpose of Professional Development Committees is to enhance professional development of Unit 21 employees through continuing education and training and improve professional standards through the review and revision of classifications specifications. Upon request of the Union and with the concurrence of the department head or designee, a Professional Development Committee may be established according to the following guidelines: 1. The Committees will consist of equal numbers of management and Union representatives. However, there shall not be more than three (3) management representatives and three (3) Union representatives, unless increased by mutual agreement. 2. Committee recommendations, if any, will be advisory in nature. 3. Professional Development Committee meetings shall not be considered Contract negotiations and shall not be considered a substitute for the grievance procedure.
