(f) Notwithstanding the above, orientation/familiarization when an employee is transferred to a new unit/shift will be provided if the Employer deems necessary.
(g) The Employer may, at its discretion, provide orientation in other circumstances.
10.04 Both the Employer and the Union recognize the joint responsibility and commitment to provide, and participate in, in-service education. The Union supports the principle of its members’ responsibility for their own professional development and the Employer will endeavour to provide programmes related to the requirements of the Home. Programmes will be publicized and related material will be made readily accessible to staff in a timely manner.
(a) When an employee is required by the Employer to prepare for in service or to attend meetings, or other work related functions outside their regularly scheduled working hours, and the employee does attend same, they shall be paid at straight-time hourly rates for all time spent on such attendance or at the employee's option, they shall receive equivalent time off.
(b) When an employee is required by the Employer to attend any in- service program or e-learning within the Home during their regularly scheduled working hours the employee shall suffer no loss of regular pay pay. When an employee is required by reason of his/her participation in such programs;
(d) The above programs shall be offered as frequently as possible.
(e) Where a mandatory in-service is the Employer to complete an e- learning programme outside their regularly scheduled during an employee’s working hours he/she shall attend it. If a mandatory in-service is scheduled outside of an employee’s working hours, he/she shall be required to attend the in- service at a time he/she is not otherwise scheduled to work (unless otherwise notified), and they shall be paid at his/her regular straight time hourly rate rates for two (2) hours all time spent completing such learning or for time actually spent at the employee's option, they shall receive equivalent time off. Part-time employees will be credited with seniority and service for all such hours paid as provided above while in attendance at in- services, meetings, and completing e-learning.
(c) The Employer will endeavour where practical to schedule in-service session whichever is greaterservices at times which will facilitate the attendance of employees working outside the day shift.

10.09 Provided that an employee provides thirty (30) calendar days’ notice in writing, an employee shall be entitled to leave of absence without pay from their regularly scheduled working hours for the purpose of writing exams arising out of the Quality Assurance Program required by the College of Nurses of Ontario. In the event the employee is scheduled to work the night shift immediately before the exams the Employer shall schedule the employee off without pay.
10.10 The Employer will meet with the Union to discuss any remediation or continuing education required by the College of Nurses' of Ontario (CNO) to re-establish eligibility for clinical practice following an employee's return from an approved absence.

Professional Development. 14.01 All employees The Committee and the Association agree that if members are to maintain their competence as educators and to continue to contribute effectively to the educational goals of the Quincy School System, members should undertake professional development on a continuing basis. This professional development shall be consistent with the requirements of M.G.L. Ch.71, S.38Q. The Committee may establish formal requirements as to courses to be taken, conferences to be attended, or other means of professional improvement to be undertaken by members as a condition of employment or of advancement on the salary schedule, but no such requirements not in effect at the effective date of this Contract shall be adopted or any requirement then in effect be changed by the Committee unless the Association shall have assented to the opportunity same. The Committee may also authorize or approve the taking of a course, the attendance at a conference or the undertaking of other means of professional improvement by a member whether or not the same be required. Any such approval or authorization shall be given in advance in writing signed by the Superintendent or Assistant Superintendent. To the extent that such payments are permitted by law, the Committee shall pay, or reimburse members for, the tuition and fees incurred by members for courses required, authorized or approved as provided above or for expenses of attendance at conferences or of undertaking other means of professional growth through programs designed improvement so required, authorized or approved, provided, however that no payment or reimbursement shall be made in respect of any course taken for the purpose of advancement in salary pursuant to assist any requirement or provision of the individual salary schedule incorporated herein. To the extent that such payments are permitted by law, the Committee shall pay or reimburse members at the sixth level on the pay scale, tuition and fees incurred by said members for courses authorized or approved and that the Committee shall cause to function more effectivelyappear in its budget the sum of twenty thousand dollars ($20,000.) for funding said payments, for members and members of the administrative bargaining unit. These Accordingly, the Committee and the Association agree to choose a Course Approval Committee, consisting of five (5) members, two (2) of whom shall include:be chosen by the Association, one (1) from the Secondary level, and three (3) to be chosen by the Committee. The purpose of said Committee will be the determination of full payment by the School Committee for courses requested by school personnel on the sixth level. The courses referred to must speak to enrichment of subject material areas that are being taught by the member seeking authorization; and courses in the area of learning theory and behavioral objectives that would be determined relevant by the Course Approval Committee. When other forms of payment, such as vouchers, are available for courses requested of a specific institution, said voucher will supersede payment by the School Committee. When courses are requested at a State College or University and the applicant is a Veteran, the School Committee will waive payment of said course. Any school nurse who has competed one (1) year of service in the Quincy Public Schools may apply in writing to the Coordinator of Health Services for leave without loss of pay to attend professional conferences and/or workshops. Such written application must be made at least one

(a) An orientation program;Academic staff members will be allocated ten duty days for professional development activities in each full year for which they are employed, reduced on a pro rata basis for periods of employment of less than a full year, subject to:
(i) the academic staff member submitting a proposed programme of development activities which accounts for this time or its equivalent
(ii) the employer approving the proposed programme. Approval will not be unreasonably withheld
(iii) reasonable notice being given of proposed activities and the timing of the programmes being negotiated with due regard to the institute’s operational requirements
(iv) where an academic staff member undertakes approved professional development in his/her own time for the equivalent of the allocated duty days, he/she will use the allocated days at his/her discretion provided the provisions of (iii) apply.
(b) Staff education program for all employees including partProvided that the requirements of subclause (a) (iii) of this clause are met the following activities will be approved as part of a programme:
(i) attending staff development or training programmes sponsored or run by the institute or TEU
(ii) attending work-time employees;related conferences
(iii) undertaking work-related study of not less than two weeks.
(iv) subject to the provisions of clause 7.3(a), attending professional work related supervision.
(c) An employee shall suffer no loss If, in the opinion of regular pay by reason the employer, a proposed programme of his/her participation in development activities is inappropriate, or if a proposal is not submitted, the academic staff member may be required to undertake such programs;duty as the employer directs for any part or all of the 10 days so affected.
(d) Staff will be entitled to a minimum of $400 per annum (pro rata for proportional staff and with short service). They may be paid an amount up to, but not necessarily limited to, $1,000 for reimbursement of actual and reasonable expenses for approved professional development activities. The above programs provisions of this sub-clause shall be offered as frequently as possiblenot limit the operation of any institute policy relating to payment of tuition fees. In exercising its discretion to make any payment to, for or on behalf of the member of staff under such institute policy however, the employer may take into account any payment it makes to, for or on behalf of the member of staff under this sub-clause.
(e) Where a mandatory in-service is scheduled during an employee’s working hours he/she shall attend it. (d) The above programs approval or authorization shall be offered given in advance in writing signed by the Superintendent or Assistant Superintendent. To the extent that such payments are permitted by law, the Committee shall pay, or reimburse members for, the tuition and fees incurred by members for courses required, authorized or approved as frequently as possible.
(e) Where a mandatory in-service is scheduled during an employee’s working hours he/she shall attend it. If a mandatory in-service is scheduled outside provided above or for expenses of an employee’s working hoursattendance at conferences or of undertaking other means of professional improvement so required, he/she authorized or approved, provided, however that no payment or reimbursement shall be required made in respect of any course taken for the purpose of advancement in salary pursuant to attend any requirement or provision of the in- service salary schedule incorporated herein. To the extent that such payments are permitted by law, the Committee shall pay or reimburse members at the sixth level on the pay scale, tuition and fees incurred by said members for courses authorized or approved and that the Committee shall cause to appear in its budget the sum of twenty thousand dollars $20,000 for funding said payments, for members and members of the administrative bargaining unit. Accordingly, the Committee and the Association agree to choose a Course Approval Committee, as established under the Teachers' Contract. The purpose of said Committee will be the determination of full payment by the School Committee for courses requested by school personnel on the sixth level or seventh level. The courses referred to must speak to enrichment of subject material areas that are being taught by the member seeking authorization; and courses in the area of learning theory and behavioral objectives that would be determined relevant by the Course Approval Committee. When other forms of payment, such as vouchers, are available for courses requested of a specific institution, said voucher will supersede payment by the School Committee. When courses are requested at a time he/she State College or University and the applicant is not otherwise scheduled to work (unless otherwise notified)a Veteran, and shall be paid at his/her regular straight time hourly rate for the School Committee will waive payment of said course. Effective September 1, 2016, it is agreed that the Committee will grant Unit C members two (2) hours or for time actually spent at conference days during the in-service session whichever is greater.
14.02 Employees who displace other employees in the event of a long-term layoff, employees recalled from layoff, and employees who are transferred on a permanent basis may be provided any orientation determined necessary by the Employer school year for the purposes of allowing professional development. If both days are taken, one (1) conference day must be taken in the employee Fall (September to assume satisfactorily December) and the duties of such positionother conference day must be taken in the Spring (January to June). A request by such an employee for orientation shall not be unreasonably denied.
14.03 The Employer undertakes to notify conference day and the Union in advance, so far as practicable, of any technological changes which the Employer has decided to introduce which will significantly change the status subject matter of the employee within conference shall be subject to the bargaining unitapproval of the Superintendent. The Union supports the principle of its members' responsibility for their own professional development and the Employer will endeavour to provide programmes related to the requirements of the Home. In the event the employee is scheduled to work the night shift immediately before the exams the Employer shall schedule the employee off.
10.12 The Employer will meet with the Union to discuss any remediation or continuing education required by the College of Nurses’ of Ontario (CNO) to re-establish eligibility for clinical practice following an employee’s return from an approved absence.
10.13 A copy of any completed evaluation which is to be placed in a nurse's file shall be first reviewed with the nurse. The nurse shall initial such evaluation as having been read and shall have the opportunity to add her or his views to such evaluation prior to it being placed in her or his file. It is understood that such evaluations do not constitute disciplinary action by the Employer against the nurse. Having provided a written request to the Director of Care, or her designate, an employee shall be entitled to her personnel file for the purpose of reviewing any evaluations or formal disciplinary notations contained therein, in the presence of the Director of Care, at a mutually agreeable time. The Employer will accommodate reasonable requests for copies of performance appraisals and records of discipline in an employee's file.

(iii) if the approved professional development is undertaken in his/her own time for the equivalent of the allocated duty days, the employee will use the allocated days at their discretion provided the provisions of (ii) above apply.
(b) Staff education program for all employees including partProvided that the requirements of subclause (a) (i) of this clause are met the following activities will be approved as part of a programme:
(i) attending staff capability or training programmes sponsored or run by the Institute;
(ii) attending work-time employeesrelated conferences;
(iii) undertaking work-related study of not less than two weeks.
(c) An employee The employer recognises the unique and important role that tribal hui or significant Māori hui play in the personal and professional development of Māori employees. In recognising this, the following shall suffer no loss of regular pay by reason of his/her participation in such programs;apply: All Māori employees may apply to use Professional Development time to attend culturally significant hui. 14.02 Employees who displace other employees in the event of a long-term layoff, employees recalled from layoff, and employees who are transferred on a permanent basis may be provided any orientation determined necessary approved by the Employer for the purposes of allowing the employee to assume satisfactorily the duties of such position. A request by such an employee for orientation shall not be unreasonably denied.
14.03 The Employer undertakes to notify the Union in advanceemployer, so far as practicable, of any technological changes which the Employer has decided to introduce which will significantly change the status of the employee within the bargaining unit. The Employer agrees to discuss with the Union the effect of such technological changes on the employment status of the employees and to consider practical ways and means of minimizing the adverse effect, if any, on the employees concerned. 14.04 The Peer Feedback Process of the Quality Assurance Program Required by Professional Colleges. The above referenced Peer Feedback is confidential information which the employee may be required to obtainundertake such duty as the employer directs for any part or all of the 10 days so affected.
(e) Tenured and limited tenure full-time and proportional ASMs, by requesting feedback SASMs, PASMs and Academic Specialists will be entitled to a sum of $300 with a further sum of $100 for a cumulative professional development fund. TEU members may apply for a grant from peer(sthis fund.
(f) Professional development days may be accumulated according to conditions that are agreed between the employer and employee, subject to a maximum of her 30 days which may be taken on a single occasion to allow an extended period of time back in industry or his choicebusiness.
(g) Tenured Part Time employees will be entitled to apply for up to five (5) days for professional activities in each full year for which they are employed, reduced on a pro rata basis for contact hours of less than 412. The agreed time will be paid at the sole purpose non-contact hourly rate. The content of meeting the proposed activities will require approval as provided in (a) above.
(h) Tenured full time Tutorial Assistants will be entitled to apply for up to ten days for professional development activities (five days of which is available to the employer for directed PD) in each full year for which they are employed reduced on a pro rata basis for periods of employment of less than a full year. The content of the proposed activities will require approval as provided in (a) above.
(i) Approval of the professional development time applied for that meets the requirements of the Quality Assurance Program required by the College. The parties recognize the importance of supporting the confidential nature of the Peer Feedback component of the Quality Assurance Program. 17.06 The Employer will prepare and publish guidelines for staff in the submission of individual proposals for professional development funds and leave.
17.07 Where the Employer requires employees to have a specialized skill, knowledge or practice, directly related to the care and treatment of a child, the Employer agrees to provide mandatory in—service training to all affected staff. This training will be paid for by the Employer including wages and any other expenses. Notice of all mandatory training will be provided at no cost as soon as possible with a minimum of 30 days prior to applicable skill requirement unless in the case of an urgent admission.
17.08 The Employer will provide a minimum of fifteen (15) hours of paid training per employee per fiscal year including both mandatory in services and other educational in services. It is up to the employees involvedsole discretion of the Employer if these sessions will be spread throughout the year or provided within scheduled training sessions. Educational topics to be covered will be discussed with staff with final decision regarding these topics resting with the Employer. It is up to the employee to attend the dates provided. The Employer will not "make up" training time that the employee has failed to attend.

10.02 A newly employed employee shall not be placed in charge, until they have been fully oriented to the home.
10.03 The following minimums shall be observed in the orientation/familiarization of a newly hired employee:
(a) An orientation program;They are to be familiarized with the physical aspects of the building, the applicable policies and procedures of the employer, and the daily routine of employees in the Home.
(b) Staff education program The period of orientation/familiarization shall be for all employees including part-time employees;a minimum of ten (10) days or such greater period that the Employer deems necessary.
(c) An They shall be an additional employee to the usual staffing pattern.
(d) The employee or employees involved in the orientation/familiarization will confirm that it has been completed, and this will be noted on the newly hired employee's personnel file, which will be reviewed with such employee, and the employee shall also be able to comment.
(e) The employee may request up to five (5) additional days of paid orientation. When making their request, the employee will specify their learning needs and discuss with the Director of Resident Care the development of the orientation learning plan. This request will not be unreasonably denied.
10.04 Both the Employer and the Union recognize the joint responsibility and commitment to provide, and participate in, in-service education. The Union supports the principle of its members' responsibility for their own professional development and the Employer will endeavour to provide programmes related to the requirements of the Home. Programmes will be publicized and related material will be made readily accessible to staff in a timely manner. Any problems in accessing this information will be reported to the Education Committee for resolution.
(a) When an employee is required by the Employer to prepare for in service or to attend meetings, in service and other work related functions outside their regularly scheduled working hours, and the employee does attend same, they shall be paid for all time spent on such attendance or at the employee's option, they shall receive equivalent time off.
(b) When an employee is required by the Employer to attend any in- service program or e-learning within the Home during their regularly scheduled working hours the employee shall suffer no loss of regular pay pay. When an employee is required by reason of his/the Employer to complete an e- learning programme outside her participation in such programs;
(d) The above programs shall be offered as frequently as possible.
(e) Where a mandatory in-service is regularly scheduled during an employee’s working hours he/she shall attend it. If a mandatory in-service is scheduled outside of an employee’s working hours, he/she shall be required to attend the in- service at a time he/she is not otherwise scheduled to work (unless otherwise notified), and they shall be paid at his/her regular straight for all time hourly rate for two (2) hours or for time actually spent completing such learning at the employee's option, they shall receive equivalent time off.
10.06 The Employer may, at its discretion, provide orientation in other circumstances.
10.07 When required by a certifying body to update an employee's qualifications, except where this matter is covered by another provision of the collective agreement, the Employer shall grant leave of absence without pay which shall include the time required to write any examinations.
10.08 The Employer will endeavour where practical to schedule in-service session whichever is greaterservices at times which will facilitate the attendance of employees working outside the day shift.
14.02 Employees who displace other employees in the event of a long-term layoff, employees recalled from layoff, and employees who are transferred on a permanent basis may be provided any orientation determined necessary by the Employer for the purposes of allowing the employee to assume satisfactorily the duties of such position. 10.11 Provided that an employee provides thirty (30) calendar days’ notice in writing, an employee shall be entitled to leave of absence without pay from their regularly scheduled working hours for the purpose of writing exams arising out of the Quality Assurance Program required by the College of Nurses of Ontario. In the event the employee is scheduled to work the night shift immediately before the exams the Employer shall schedule the employee off.
10.12 The Employer will meet with the Union to discuss any remediation or continuing education required by the College of Nurses’ of Ontario (CNO) to re-establish eligibility for clinical practice following an employee’s return from an approved absence.
10.13 A copy of any completed evaluation which is to be placed in a nurse's file shall be first reviewed with the nurse. The nurse shall initial such evaluation as having been read and shall have the opportunity to add their views to such evaluation prior to it being placed in their file. It is understood that such evaluations do not constitute disciplinary action by the Employer against the nurse. Having provided a written request to the Director of Care, or their designate, an employee shall be entitled to their personnel file for the purpose of reviewing any evaluations or formal disciplinary notations contained therein, in the presence of the Director of Care, at a mutually agreeable time. The Employer will accommodate reasonable requests for copies of performance appraisals and records of discipline in an employee's file.

(i) The submission by the staff member of a proposed programme of development activities which accounts for this time or its equivalent;
(ii) The approval of the employer for such programmes, but approval shall suffer no loss not be unreasonably withheld;
(iii) Reasonable notice being give of regular pay by reason proposed activities and the timing of his/her participation the programmes being negotiated with due regard to the polytechnic's operational requirements;
(iv) Where an ASM undertakes approved professional development in such programs;their own time for the equivalent of the allocated duty days, they shall use the allocated days at their discretion provided the provisions of subclause (iii) apply.
(v) On the job training is part of normal work time and not to be deducted from the professional development days
(d) The above programs Provided that the requirements of subclause (c) (iii) of this clause are met the following activities shall be offered approved as frequently as possiblepart of a programme:
(i) Attending staff development or training programmes sponsored or run by the polytechnic or TEU;
(ii) Attending work related conferences;
(iii) Undertaking work related study of not less than two weeks in the case of academic staff and one week in the case of general staff.
(e) Where If, in the opinion of the employer, a mandatory in-service proposed programme of development activities is scheduled during an employee’s working hours he/she shall attend it. If inappropriate, or if a mandatory in-service is scheduled outside of an employee’s working hours, he/she shall be required to attend the in- service at a time he/she proposal is not otherwise scheduled to work (unless otherwise notified)submitted, and shall be paid at his/her regular straight time hourly rate for two (2) hours or for time actually spent at the in-service session whichever is greater.
14.02 Employees who displace other employees in the event of a long-term layoff, employees recalled from layoff, and employees who are transferred on a permanent basis may be provided any orientation determined necessary by the Employer for the purposes of allowing the employee to assume satisfactorily the duties of such position. A request by such an employee for orientation shall not be unreasonably denied.
14.03 The Employer undertakes to notify the Union in advance, so far as practicable, of any technological changes which the Employer has decided to introduce which will significantly change the status of the employee within the bargaining unit. The Employer agrees to discuss with the Union the effect of such technological changes on the employment status of the employees and to consider practical ways and means of minimizing the adverse effect, if any, on the employees concerned. Employees who are subject to layoff due to technological change will then be given notice of such layoff at the earliest reasonable time and in keeping with the requirements of the applicable legislation and the provisions of Article 11 will apply.
14.04 The Peer Feedback Process of the Quality Assurance Program Required by Professional Colleges. The above referenced Peer Feedback is confidential information which the employee staff member may be required to obtain, by requesting feedback from peer(s) of her undertake such duty as the employer directs for any part or his choice, for the sole purpose of meeting the requirements all of the Quality Assurance Program five/ten days so affected.
(f) The Employer may allocate a grant-in-aid towards expenses. Provided operational requirements can be met, an allocation of additional time may be granted.
(g) Professional development days may be accumulated if there is written agreement between the employer and the staff member according to any conditions which may be agreed between the employer and the staff member.
(h) Any staff being required by to change their mode of delivery to e-education (or other flexible modes) will receive suitable training in the College. The parties recognize the importance of supporting the confidential nature use of the Peer Feedback component of the Quality Assurance Program. For further clarity, the above referenced Peer Feedback will not be used as a performance evaluation under Article 12.02.
14.05 An employee shall be entitled to leave of absence without loss of earnings from her or his regularly scheduled working hours for the purpose of writing exams arising out of the Quality Assurance Program new technology required by Professional Colleges of Ontario.
14.06 Where computers and/or new computer technology (e.g. computer charting) are introduced into the workplace that employees are required to utilize in the course of their duties, the Employer agrees that necessary training and will be provided at no cost with appropriate technical support.
(i) Professional development opportunities will be provided to the employees involvedensure transition into e-teaching is informed by relevant e-education literature, pedagogy and standards of good practice.

Professional Development. 14.01 All employees shall have the opportunity for professional growth through programs designed 10.01 An orientation and in service program will be provided to assist the individual to function more effectivelyall employees. These programs shall includebe reviewed and discussed from time to time by members of the Union-Management Committee.
10.02 A newly employed employee shall not be placed in charge, until she/he has been fully oriented to the home.
10.03 The following minimums shall be observed in the orientation/familiarization of a newly hired employee:
(a) An orientation program;She/he is to be familiarized with the physical aspects of the building, the applicable policies and procedures of the employer, and the daily routine of employees in the Home.
(b) Staff education program The period of orientation/familiarization shall be for all employees including part-time employees;a minimum of five (5) days or such greater period that the Employer deems necessary.
(c) An She/he shall be an additional employee to the usual staffing pattern.
(d) The employee or employees involved in the orientation/familiarization will confirm that it has been completed, and this will be noted on the newly hired employee's personnel file, which will be reviewed with such employee, and the employee shall also be able to comment.
(e) The employee may request up to three (3) additional days of paid orientation. When making her request, the employee will specify her/his learning needs and discuss with the Director of Care the development of the orientation learning plan. This request will not be unreasonably denied.
(f) Notwithstanding the above, orientation/familiarization when an employee is transferred to a new unit/shift will be provided as required.
(g) The Employer may, at its discretion, provide orientation in other circumstances.
10.04 Both the Employer and the Union recognize the joint responsibility and commitment to provide, and participate in, in-service education. The Union supports the principle of its members' responsibility for their own professional development and the Employer will endeavour to provide programmes related to the requirements of the Home. Programmes will be publicized and related material will be made readily accessible to staff in a timely manner. Any problems in accessing this information will be reported to the Union- Management Committee for resolution.
(a) When an employee is required by the Employer to prepare for in service or to attend meetings, in service and other work related functions outside her regularly scheduled working hours, and the employee does attend same, she shall be paid for all time spent on such attendance or at the employee's option, she/he shall receive equivalent time off.
(b) When an employee is required by the Employer to attend any in-service program or e-learning within the Home during her or his regularly scheduled working hours the employee shall suffer no loss of regular pay pay. When a full-time or part-time employee is required by reason of histhe Employer to complete an e-learning programme outside her regularly scheduled working hours, she/her participation in such programs;
(d) The above programs he shall be offered paid for all time spent completing such learning at the employee’s option, she/he shall receive equivalent time off. Part-time employees will be credited with seniority and service for all such hours paid as frequently as possibleprovided above while in attendance at in-services, meetings, and completing e-learning.
(e) Where a mandatory in-service is scheduled during 10.06 When required by the College of Nurses of Ontario to update an employee’s working hours he/she qualifications, except where this matter is covered by another provision of the collective agreement, the Employer shall attend it. If a mandatory in-service is scheduled outside grant leave of an employee’s working hours, he/she absence without pay which shall be include the time required to attend the in- service at a time he/she is not otherwise scheduled to work (unless otherwise notified), and shall be paid at his/her regular straight time hourly rate for two (2) hours or for time actually spent at the in-service session whichever is greaterwrite any examinations.
