Proficiency Instruments. The Employer may use proficiency testing to determine if an applicant meets minimum qualifications. Proficiency testing shall be used only to determine whether or not a candidate meets the minimum qualifications of the classification specification or position description and shall not be used for purpose of determining relative skills and ability.
