Program Participant. The SCE non-residential entity that enters into this Agreement.

However, for any sole source order under the 8(a) MAC, the firm must be an eligible Program Participant and must qualify as small for the applicable size standard on the date of award for the order.
Program Participant. The recipient (family unit) of funds or services provided by a grant recipient. The receipt of funds by a program participant from a grant recipient in return for his/her work or services shall not qualify that person as an employee of the grant recipient.
