Outputs The outputs of this Agreement will be: delivery of the $33.75 million Western Sydney Housing Package, which will support improved planning outcomes in the Western City; and delivery of the $150 million Western Parkland City Liveability Program, which will support community infrastructure projects delivered by local governments that are party to the Western Sydney City Deal. The Western Sydney Housing Package comprises the following initiatives: developing and applying uniform engineering design standards for local infrastructure when assessing development proposals in the Western City; making a Land Use and Infrastructure Implementation Plan and a Special Infrastructure Contribution scheme for the Greater Penrith to Eastern Creek Growth Area; establishing a pilot Growth Infrastructure Compact for the Western Sydney Aerotropolis, informed by published results of sub-regional models for future transport and water infrastructure needs; making new Local Environment Plans for six local governments in the City Deal area facing higher housing growth within two years rather than three that reflect the new Local Housing Strategies and the five and 20 year local government area and district housing targets. The Western Parkland City Liveability Program will support local governments to deliver community infrastructure to improve liveability in the Western City. Part 3 — roles and responsibilities of each party Role of the Commonwealth The Commonwealth will be responsible for: monitoring and assessing achievement against milestones in the delivery of the projects under this Agreement to ensure that outputs are delivered within the agreed timeframe; providing a financial contribution to New South Wales to support the implementation of this Agreement and its Schedules; in accordance with the Building and Construction Industry (Improving Productivity) Xxx 0000, ensuring that financial contributions to a building project or projects as defined under the Fair Work (Building Industry – Accreditation Scheme) Regulations 2016 are only made where a builder or builders accredited under the Australian Government Building and Construction WHS Accreditation Scheme is contracted (subject to the financial thresholds defined in the Scheme); and ensuring that compliance with the Code for the Tendering and Performance of Building Work 2016 (Building Code 2016) is a condition of Australian Government funding (subject to the financial thresholds defined in the Scheme). Role of New South Wales New South Wales will be responsible for: providing a financial contribution to support the implementation of this Agreement; ensuring the delivery of all aspects of the project outputs set out in this Agreement; administering the Western Parkland City Liveability Program; working with and funding local governments to support the delivery of the Western Sydney Housing Package; making relevant payments to local governments as they meet relevant performance milestones as set out in Part 4; reporting on the delivery of outputs as set out in Part 4 – Project Milestones, Reporting and Payments; ensuring that only a builder or builders accredited under the Australian Government Building and Construction WHS Accreditation Scheme is contracted (subject to the financial thresholds defined in the Scheme), and providing the necessary assurances to the Commonwealth; and ensuring that compliance with the Building Code 2016 is made a condition of tender for and performance of building work by all contractors and subcontractors (subject to the financial thresholds defined in the Scheme), and providing the necessary assurances to the Commonwealth.

Role of New South Wales New South Wales will be responsible for: providing a financial contribution to support the implementation of this Agreement; ensuring the delivery of all aspects of the project outputs venues set out in Annexure A and the Brisbane Arena (the Arena) (together, the venues). This Schedule provides the overarching framework to manage the partnership between the Commonwealth and Queensland on two distinct work streams: Brisbane Arena; and Minor Venues Program (outlined at Annexure A) acknowledging the long lead time to Brisbane 2032, the project list at Annexure A may evolve over time and require amendments, subject to agreement from both parties to this AgreementSchedule. The Commonwealth and Queensland intend that the venues will be delivered in a manner that complies with their respective policies and programs relating to local content, participation, business involvement, workplace gender equality (including specifically for infrastructure projects), First Nations employment and business opportunities and supply sourcing, education, training and workforce development; administering including in relation to women, apprentices, trainees and cadets (collectively, Participation Policies). The specific Participation Policies which are applied will be determined (and may be updated as required) by the Western Parkland City Liveability Program; working with Executive Steering Committees based on the principle of the ‘highest common denominator’ as between Commonwealth and funding local governments Queensland policies, subject always to support ensuring that Queensland (as the delivery party) is able to comply with Participation Policies which are binding on Queensland. The Commonwealth and Queensland intend that the venues will be delivered in a manner that complies with their respective policies and programs relating to protection of the Western Sydney Housing Packageenvironment (including land, waters, atmosphere, climate, animals and plants, ecosystems and heritage (including cultural heritage); making relevant payments including policies and programs relating to local governments emission reduction targets, net zero carbon commitments, climate change, IOC environmental policies and commitments and target 6 star green star commitments (collectively, Environment Policies). The specific Environment Policies which are applied will be determined (and may be updated as they meet relevant performance milestones as set out in Part 4; reporting required) by the Executive Steering Committees based on the delivery principle of outputs the ‘highest common denominator’ as set out in Part 4 – Project Milestonesbetween Commonwealth and Queensland policies, Reporting and Payments; subject always to ensuring that only a builder or builders accredited under Queensland (as the Australian Government Building and Construction WHS Accreditation Scheme delivery party) is contracted (subject able to the financial thresholds defined in the Scheme), and providing the necessary assurances to the Commonwealth; and ensuring that compliance comply with the Building Code 2016 is made a condition of tender for and performance of building work by all contractors and subcontractors (subject to the financial thresholds defined in the Scheme), and providing the necessary assurances to the CommonwealthEnvironment Policies which are binding on Queensland.
