Provide for Maintenance and Operation. Maintenance and operation of all drainage facilities on private property is the responsibility of the applicant/property owner, except those facilities for which the City of Madras is granted a deeded property or easement and assumes maintenance and operation as described below: ▪ The general policy of the City is to require dedication of conveyance and storage systems that drain the area within a public right-of-way or other public facility. ▪ The City does not normally assume maintenance responsibility for conveyance systems that are outside of the improved public road right-of-way. However, in cases where the City does assume maintenance responsibility, the requirements of Section 4-13.11 apply. ▪ Private detention ponds for commercial and industrial sites shall be operated and maintained by the property owner. ▪ Private stormwater pipes within the public right-of-way that drain individual properties or other parcels to a City manhole, catch basin or ditch are the responsibility of the landowner. Driveway culverts across roadside ditches are the responsibility of the landowner. ▪ In some cases, the City may require the dedication of drainage easements for drainage courses or other large conveyance systems that serve multiple parcels. The purpose of this dedication will be to ensure adequate maintenance of large systems that serve many properties and have the potential for flooding/erosion/water quality impacts.
