Purpose of Contract. The purpose of this Contract is to create an at-will employer- employee relationship for Xxxxxx Xxxxxx to perform the services of City Manager. The parties agree that City Manager is an at-will employee of the City and Council and nothing in this Contract creates an expectation of continued employment. The at-will nature of City Manager’s employment can only be altered by a written document approved by the City Council which specifically states it is altering the at-will nature of this Contract.
