Rate Revision. The Wage Scale attached hereto, Supplement No. 1, is approved by both Parties and may, subject to the mutual consent of both Parties be revised once annually. It is understood that the principle of the individual Mill Scale shall prevail in all such revisions. The Wage Scale shall not be adjusted for the purpose of establishing industry-wide rates.
