REASON FOR CONTRACT. The LOCAL AUTHORITY does not have sufficient qualified staff to complete the work required in the suggested time frame and the CONSULTANT is professionally qualified and willing to assist the LOCAL AUTHORITY with the Right-of-Way Work Disciplines identified above and as further described in Exhibit E.
