Recruitment and Appointments. Except as specifically provided in this Article, all recruitment, examination, and appointment to positions in the Confidential Unit shall be made in accordance with the Personnel Rules in effect at the time of the recruitment, examination or appointment. Any substantive change to the Personnel Rules shall be reviewed by the Labor Management Committee established at Article 11 prior to submission to the Personnel Board. Except as otherwise provided, Workplace Alaska shall be the sole recruitment process used for all positions within the confidential bargaining unit for the duration of the parties’ collective bargaining agreement. Any substantive change to Workplace Alaska shall be reviewed by the Labor Management Committee established at Article 11 prior to implementation.
