Response to Fire. When Security Officers on duty detect fire, they must immediately activate the emergency response and evacuation plan drafted and signed off by the security Contractor, with the approval of Eskom Security Contract Manager/Supervisor or persons appointed; Security Officers must immediately inform the nearest Fire and Rescue services and other emergency services. The Security Officer must inform the Site Supervisor (or appointed delegate), Eskom Security Contract Manager/Supervisor or persons appointed and the Contractor’s control room must also be informed. The incident must be recorded in detail in the OB. All Security Officers must be competent and have completed a basic level one firefighting course; If it appears to be an extinguishable fire, then the Security Officer must first attempt to extinguish it before calling the Eskom Security Contract Manager/Supervisor or persons appointed; A full detailed report is to be provided to the Eskom Security Contract Manager/Supervisor or persons appointed within 24hrs hours of the incident; It is imperative that the local emergency numbers are available and kept up to date at all security points. The Security service providers shall select and hire security staff according to strict criteria, which must include following: Previous reference check; Criminal record check; Basic medical examination; Aptitude testing; and SAPS Fingerprint background check. General requirements – Service provider The service provider must have a 24 hour dedicated control room in the province (Min 3 years in existence in the province) where they intend tendering when submitting the tender. Proof of address must be submitted with the tender documents. The control room will be inspected by a designated Eskom Security official during the evaluation of the tender. The business premises must be registered with PSIRA as a security business at that location. The control room must have an electronic two way radio base set that is connected to a radio network, which enables radio communication throughout the province. Emergency Radios with spare battery must be available in the case of power failure. Operational computer with email facilities and capable to do real time tracking monitoring to ensure that the security guard patrols the designated area regularly. The Control room must have a minimum of two controllers per shift. The registered premises in the region where the services are rendered must have an administration officer from Monday to Friday during normal office hours. The control room must have strict access control and it must be according to PSIRA standards. A PSIRA certificate with regard to the control room standard must be submitted with the tender documents. Ensure enough guards are trained for the site in instances where the usual guards are not available due to sickness, injury, leave or death. Ensure that the required equipment and tools are provided by the company to the allocated staff to perform the required duties. Provide rechargeable torches. Where the site requires that two-way radios be part of the security equipment, these radios must be provided and registered on frequency. The number of radios required will be determined by the Eskom Security Contract Manager/Supervisor or person appointed. Battery chargers must also be provided to ensure that at no time the radios are inoperable due to flat batteries. Fully charged batteries must be on site at all times. Such radios must be able to communicate with the Contractor’s control room 24hs where necessary Professional looking Personal Protective Equipment (PPEs) and/or security uniforms for guards that is weather appropriate. Ongoing training and certification where relevant. Provide a marked vehicle for: transporting guards to site to ensure guards arrive timeously, site inspections and patrols. The service provider shall, in order to ensure the continuity of the security services to be rendered, allocate specific personnel to the site. Guards must be paid equal to or above required PSIRA salary rates. Proof of salary rates of the service provider must be submitted with the tender documents. All personnel must belong to a provident fund. A compliance letter from the fund must be attached to the tender. The Service Provider must submit proof of a Public Liability Insurance Policy to the value of at least R15 Million providing cover against all claims (including claims related to the use or misuse of fire-arms), against Eskom, Contractor or its employees. Letters of intent are not acceptable. The Service Provider must have at least three vehicles (Dedicated to the Eskom contract in the area where the services will be rendered) in road worthy condition and must submit a certified copy of the registration certificate and road worthy certificate of the vehicles. Where a Service Provider leases a vehicle a copy of the lease agreement must accompany the tender documents. An inspection by Eskom Security personnel will be done after the closing date of the tender. All panic button are to be monitored on a 24 hour basis and responded to. Services must include but not be limited to: Ad-Hoc Security Services Requirements Eskom will from time to time require from the Contractor to provide ad-hoc security services including static guarding, escorting and patrolling to enhance its security operations in response to various operational conditions such as labour unrest, violent protests, high-risk areas etc. The services may be required during normal and outside normal operating hours throughout the Operating Unit. In the event that this is required, Eskom Security representative shall officially inform the Contractor to provide such services with a detailed list of requirements and performance standards. The services will be paid for with the agreed prices and will be at rates negotiated with Eskom. An upfront quotation using the agreed rates will be required from the service provider for all Ad hoc requests. The Ad hoc service requirements will under normal circumstances take place at the site where there are no security services provided. The services may be requested for any period and at any given time. Security Tactical Escorting for Eskom Specific Duties Ad hoc Services (consisting of an armed tactical/unarmed driver, armed tactical/unarmed crewmember and a suitable vehicle fit for purpose) will be required for security tactical escorting services on an “as and when” required basis. Security tactical escorting services entail the escorting of Eskom personnel and contractors, with equipment during and after hours in high-risk areas. Security officer/s doing the armed escorting duties must comply with all relevant tactical training and be equipped with suitable security and safety equipment. The vehicle used must also be category appropriate for the terrain and escorting task; The security officer/s shall be required to meet the Eskom employees at nearest Eskom identified site or predetermined safe place; escort and protect the Eskom employees/Contractors for the required period and then return to where they first met or an alternative safe drop-off point; The security escort teams must then take up a position for all round defence of the area where the Eskom employees are working and be constantly vigilant; The armed escort team/s must be in constant contact with a control room for regular reporting and to obtain assistance when needed, a back-up response unit must always be available in cases of emergency; Monitor specified locations, areas or installations for the presence of unauthorized persons, suspicious activities or occurrences that may endanger personnel or cause damage to assets, prevent criminal activities and interruption of the Eskom normal business; Patrolling of sites at irregular intervals and not in a specific sequence, to detect the presence of unauthorized persons, suspicious activities and/or occurrences that may endanger people and assets; such patrols must be monitored with a device and recorded in the OB for investigation and reference purposes. All armed escort vehicles must be equipped with a local global positioning system or any other vehicle satellite tracking device or system; Armed Escorting Standard Operating Procedure must be developed in consultation with Eskom Security Division to ensure that all areas and requirements are covered before execution/performance of such functions; Contractor must ensure that all relevant training requirements for this specialised services are met, Security Officers are declared competent and complies with all relevant legal regulations before deployed for duties. A minimum of five years tactical experience is required by each member to perform this duty; Security officers are required to attend two compulsory shooting exercises per year to ensure competence for this type of work; Security suppliers must be able to determine the risk of all areas before undertaking the duty to escort Eskom employees. Crime stats and reports from Crime Intelligence and SAPS must be discussed before providing a security escort service in any area. At no stage, will any Eskom employee or security escort team members life will be place in any danger or risk. A crime stats for the past 3-6 months must be available and discussed with the Eskom employees before they are escorted into any area. The appropriate and most advanced firearms and holsters must be issued to the escort teams. They must never feel under equipped to perform any function or unsafe to go into any area. They must have the right to refusal if they have intelligence of the risk in the area and further they must advise Eskom employees of the no-go areas or the areas that are deemed high risk. The minimum operating standards to be provided for the (Independent) Armed Response Service: All sites where the guards are deployed will have access to a 24 hour armed response service. Each officer will be issued with a panic button and this will form part of his equipment while on duty. This service will be a provided by an independent armed response company located in close proximately of the Eskom facility to provide a fifteen- minute or less response time. It is the responsibility of the Eskom guarding contract supplier to ensure the following: Reaction Officers will be PSIRA registered and must have successfully passed the required PSIRA grading courses. All security officers will have an up-to-date PSIRA registration card on their person at all times or a certified copy of the PSIRA certificate. Eskom shall require random vetting for Reaction Officers. All reaction officers, without exception, wear the appropriate contracted, clean uniforms while on duty. There will be two officers (min) to respond to all panic alarms. Both Reaction Officers respond with bulletproof vests (Level III SA Mix) and safety shoes. All ROs shall have ID cards/name tags affixed on their uniforms that will identify them. These nametags shall be visible at all times while at the Eskom facility. Each RO must be physically and mentally capable of performing all assigned duties. The Response unit is required to secure the scene, apprehend/track down any suspects associated with the security threat, on or off site. The response unit is to establish communication with the guards on site. The SM reserves the right to review all minimum requirements and instruct the removal of any personnel unable to perform their duties satisfactorily. All ROs are required to read, write and speak English. ROs must be professional, friendly and helpful in the performance of their duties at all times. The service provider must have a valid license for all firearms in use. All armed response officers must be in possession of a valid competency certificate and must be fully literate in terms of the Firearm Control Act. ROs shall be issued with at least the following standard equipment: baton, Firearms, Bulletproof vests, radios, handcuffs, whistle, torches and notebook for recording incidents. There must have sufficient vehicles to render the required service to Eskom facilities. All the vehicles must be licensed, these licenses must be up to date and the vehicles must be in a roadworthy condition. The vehicles must be clearly marked with the SP’s company logo’s’. No vehicles will provide a response service in unmarked vehicles or vehicles without the appropriate branding. The SP must have a fully operational control room in the area/ region where services are to be rendered. Any changes in the operations / functional capacity of the control room must be reported to the security manager in writing within 14 days. These control rooms will be visited by the security manager or delegated person in order to determine their functionality and effectiveness. An updated list of the following: Distance between Eskom facility and the control room Number of response vehicles per type and registration numbers. Number of response officers - education qualification, recruitment, selection and training. Contact numbers (including emergency numbers for after hours) No. of company owned firearms – type, number, storage facilities and condition Communication capabilities include nr 2 way radios and reception range. The Armed response company must comply with all relevant legislation: Acts, Provincial Ordinances or by-laws and Private Security Industry Regulatory Authority requirements The service provider must be a legally constituted entity allowed to provide security services. The service provider must be registered with the Private Security Industry Regulatory Authority (PSIRA) All personnel employed by the service provider must have been trained at a PSIRA accredited training institution and proof must be available on request. All response officers wages / salaries must be in accordance with the Wage Determination Act. Category D - specialised security services on an as and when required basis or for a specific period which include: Armed Grade C security officers capable of rendering tactical and crowd management response services including the provision of a suitable armoured vehicle and intelligent fully monitored surveillance system, Grade C armed security officers for cash-in-transit services, Grade C armed security officer and canine services, Grade B security officer trained in close protection services, Tactical Response Teams (TRT): Specialised Security Personnel (Skills & Competencies) • Minimum Grade B accredited with specialised tactical training from accredited training provider (proof must be provided) The security personnel providing specialised tactical services in hostile and extremely volatile areas must possess the following competencies: Urban Survival and Rural Survival Training; Advanced movement techniques; Advanced scaling techniques; Cover and concealment; Shooting techniques; Target identification Ambush and counter ambush; Map reading & GPS o Advanced penetration techniques; Use of distraction devices; SAPS competency certificate to possess and use firearm/s; Advanced equipment i.e. Night-vision camera Fully armoured vehicle Video camera and recording devices fitted to armed reaction vehicles Mobile operational centre linked to 24hrs control room The Tactical Response Plan must be developed by the supplier and submitted to Eskom Security to ensure that plans are in place to manage threats or incidents, which disturbs the peace, compromises the safety of employees and stability of supply, are managed in an efficient, professional and strategic manner. The Tactical Response Team’s core mission must be to protect and meet the needs of the Eskom and Eskom security requirements. The teams deployed must be comprised of highly trained officers who will be tasked with responding to critical incidents at Eskom where their specific training must be applied to support their deployment.
