Revesting of Property to Authority. Upon the revesting in the Authority of possession of the Property, or any part thereof, as provided in Section 9.4 [Right of Reverter], the Authority shall use its best efforts to release, or resell the Property, as the case may be, or any part thereof, as soon and in such manner as the Authority shall find feasible and consistent with the objectives of such law to a qualified and responsible party or parties (as determined by the Authority), who will assume the obligation of making or completing the improvements, or such other improvements in their stead, as shall be satisfactory to the Authority and in accordance with the uses specified for the Property, or any part thereof. The Authority shall have no obligation to sell the Property for fair market value. The Authority may sell the Property at fair reuse value. In the event of a resale, the proceeds thereof, if any, shall be applied as follows:
