Right-of-Entry and Coordination. The ENGINEER shall notify the STATE and secure permission to enter private property to perform any data collection, traffic surveys, engineering, or other activities needed off STATE right-of-way. The ENGINEER shall also manage the implementation of the plan and report on adherence of the various elements of the project relative to the approved Project Management Plan. If progress is not per plan, exceptions shall be noted and solutions proposed to regain progress authorized by the plan.
