Rights and Responsibilities of Program Participants. All participants will have the right to opt out of the standard product at any time without charge. They may exercise that right by any of the following: 1) calling the competitive supplier’s toll-free number; 2) contacting Eversource and asking to be returned to basic service; or 3) enrolling with another competitive supplier. All participants will have the consumer protection provisions of Massachusetts law and regulations, including the right to question billing and service quality practices. Customers will be able to ask questions of and register complaints with the Town, Consultant, the competitive supplier, Eversource, and the DPU. As appropriate, the Town and Consultant will direct customer complaints to the competitive supplier, Eversource, or the DPU. Participants will be responsible for paying their bills and for providing access to metering and other equipment necessary to carry out utility operations.
