(Sanitary Engineer). If no satisfactory settlement is reached at the first step, the grievance may be appealed by reducing it to writing and presenting it to the Sanitary Engineer within ten (10) days of the alleged breach occurs or when the grievant should reasonably be aware of its occurrence. The grievance shall be in writing as set forth in Section 1. The Sanitary Engineer or his designee shall meet with the grievant within five (5) days of receipt. A second step answer, reduced to writing, will be given to the grievant within five (5) calendar days of receiving the meeting. All grievances involving a suspension or termination shall be initiated at this step.
