Sealing and Marking of Bids. 15.1 The Bidder shall seal the original and each copy of the Bid in separate envelopes, duly marking the envelopes as “ORIGINAL” and “COPY”. The envelopes shall then be sealed in an outer envelope. 15.2 The inner and outer envelopes shall: (a) Be addressed to the UNDP at the address given in Section 2, Bid Data Sheet, of these Solicitation Documents; and (b) Make reference to the “subject” indicated in the Letter of Invitation of these Solicitation Documents, and a statement: “DO NOT OPEN BEFORE”, to be completed with the time and the date specified in Section 2, Bid Data Sheet for Bid Opening pursuant to clause 16 of Instructions to Bidders. 15.3 The inner and outer envelopes shall also indicate the name and address of the Bidder to enable the Bid to be returned unopened in case it is declared “late”. 15.4 If the outer envelope is not sealed and marked as required by clause 15.2 of Instructions to Bidders, the UNDP will assume no responsibility for the Bid’s misplacement or premature opening. 15.5 The Bid Security is to be sealed in a separate envelope within the main sealed bid.

In addition to the identification required in sub-Clause 21.2, the inner envelopes shall indicate the name and address of the Bidder bidder to enable the Bid bid to be returned unopened in case it is declared “late” pursuant to Clause 23.1, and for matching purposes under Clause 24. 15.4 21.3 If the outer envelope is not sealed and marked as required by clause 15.2 of Instructions to Biddersinstructed above, the UNDP Employer will assume no responsibility for the Bid’s misplacement or premature opening. 15.5 The Bid Security is to be sealed in a separate opening of the bid. If the outer envelope within discloses the main sealed bidder's identity the Employer will not guarantee the anonymity of the bid submission, but this shall not constitute grounds for rejection of the bid.
