Sealing and Marking of Bids. 20.1. Bidders shall enclose their original eligibility and technical documents described in ITB Clause 12 in one sealed envelope marked “ORIGINAL - TECHNICAL COMPONENT”, and the original of their financial component in another sealed envelope marked “ORIGINAL - FINANCIAL COMPONENT”, sealing them all in an outer envelope marked “ORIGINAL BID”. 20.2. Each copy of the first and second envelopes shall be similarly sealed duly marking the inner envelopes as “COPY NO. - TECHNICAL COMPONENT” and “COPY NO. – FINANCIAL COMPONENT” and the outer envelope as “COPY NO. ”, respectively. These envelopes containing the original and the copies shall then be enclosed in one single envelope. 20.3. The original and the number of copies of the Bid as indicated in the BDS shall be typed or written in ink and shall be signed by the Bidder or its duly authorized representative/s. 20.4. All envelopes shall: (a) contain the name of the contract to be bid in capital letters; (b) bear the name and address of the Bidder in capital letters; (c) be addressed to the Procuring Entity’s BAC in accordance with ITB Clause 1.1; (d) bear the specific identification of this bidding process indicated in the ITB Clause 1.2; and (e) bear a warning “DO NOT OPEN BEFORE…” the date and time for the opening of bids, in accordance with ITB Clause 21. 20.5. Bid envelopes that are not properly sealed and marked, as required in the bidding documents, shall not be rejected, but the Bidder or its duly authorized representative shall acknowledge such condition of the bid as submitted. The BAC or the Procuring Entity shall assume no responsibility for the misplacement of the contents of the improperly sealed or marked bid, or for its premature opening.

These envelopes containing the original and the copies (called as inner envelopes) shall then be enclosed in put inside one single outer envelope. The bid shall be serially numbered and properly indexed. 20.3. 13.2 The original inner and the number of copies of the Bid as indicated in the BDS shall be typed or written in ink and shall be signed by the Bidder or its duly authorized representative/s. 20.4. All outer envelopes shall: (a) contain be addressed to the name Employer at the following address: National Project Director, SICOM, Ministry of the contract to be bid in capital letters;Environment , Forests& Climate Change, 112, First Floor, Deendayal Antyodaya Bhavan, CGO Complex, Lodhi Road, New Delhi-110003 and (b) bear the name and address of the Bidder in capital letters; following identification: - Bid for “Bamboo works at Bhogave Beach, Maharashtra ” Bid Reference No. NPMU/W/2018-7 (cb) be addressed to the Procuring Entity’s BAC in accordance with ITB Clause 1.1; (d) bear the specific identification of this bidding process indicated in the ITB Clause 1.2; and (e) bear a warning “DO NOT OPEN BEFORE…” BEFORE ON 1600 HOURS 09 NOV 2018” 13.3 If the date and time for the opening of bids, in accordance with ITB Clause 21. 20.5. Bid envelopes that are outer envelope is not properly sealed and markedmarked as above, as required in the bidding documents, shall not be rejected, but the Bidder or its duly authorized representative shall acknowledge such condition of the bid as submitted. The BAC or the Procuring Entity shall Purchaser will assume no responsibility for the misplacement or premature opening of the contents bid 14. Deadline for Submission of the improperly sealed or marked bidBids 14.1 Bids must be received by the Purchaser at the address specified above no later than 1500 Hours on 09 Nov 2018. In the event of the specified date for the submission of bids declared a holiday for the Purchaser, or the Bids will be received upto the appointed time on the next working day. 14.2 The Purchaser may extend the deadline for its premature openingsubmission of bids by issuing an amendment in accordance with Clause 11.3, in which case all rights and obligations of the Purchaser and the bidders previously subject to the original deadline will then be subject to the new deadline.
