Services Provided By SPP. (a) During the term of this Agreement, SPP shall provide Western-UGP all of the following services for the West Facilities-UGP: (i) Provide services as the Transmission Service Provider (“TSP”), as defined in the NERC Functional Model, as may be amended from time to time (“Functional Model”), for the West Facilities-UGP under the SPP OATT in accordance with Section 1(b) of this Agreement, including but not limited to administration of transmission service, generation interconnection service, ancillary services, and the transition of existing transmission, generation, and ancillary services on the West Facilities-UGP in place prior to October 1, 2015, to the SPP OATT; (ii) SPP shall maintain and administer the OASIS in accordance with the provisions contained in the SPP OATT and this Agreement; (iii) SPP shall perform the role of Planning Coordinator (“PC”), as defined in the NERC Functional Model, for the West Facilities-UGP, including transmission planning; (b) SPP, on behalf of Western-UGP, shall administer and provide Transmission Service and ancillary services as the TSP on the West Facilities-UGP beginning October 1, 2015. The term Transmission Service, where used herein, shall include both Point-to-Point Transmission Service (“PTP”) and Network Integration Transmission Service (“NITS”) as defined under the SPP OATT for the use of the West Facilities-UGP for the movement of electric capacity or energy on either a firm or non-firm basis. The term Transmission Customer shall be as defined in the SPP OATT. Transmission Service provisions and charges, Schedule 1 and Schedule 2 ancillary services provisions and charges, and losses, shall be according to the SPP OATT; SPP’s Administration Charge shall be according to Schedule 1-A of the SPP OATT. The term “Administration Charge” as used herein shall be as defined in SPP’s OATT. Ancillary services applicable only to the Balancing Authority Area(s) in the Western Interconnection shall be according to the following Western Interconnection-related ancillary service schedules set forth in Exhibit #2 of this Agreement:

(iv) SPP provides services as a Reliability Coordinator, as defined in the NERC Functional Model, in the Western Interconnection to Western-UGP in its capacity as the WAUW Balancing Authority Area operator and as a Transmission Operator (“TOP”) for the BES facilities it operates in the Western Interconnection, as provided for under Western-UGP’s SPP Membership Agreement and described in RC coordination procedures between the Parties.
(b) SPP, on behalf of Western-UGP, shall administer and provide Transmission Service Service, JDTS subject to the conditions set forth in Article III of this Second Amended Agreement, and ancillary services as the TSP on the West Facilities-UGP beginning October 1, 2015UGP. The term Transmission Service, where used herein, shall include both Point-to-Point Transmission Service (“PTP”) and Network Integration Transmission Service (“NITS”) as defined under the SPP OATT for the use of the West Facilities-UGP for the movement of electric capacity or energy on either a firm or non-firm basis. (i) Provide services as the Transmission Service Provider (“TSP”), as defined in the NERC Functional Model, as may be amended from time to time (“Functional Model”), for the West Facilities-UGP Basin under the SPP OATT in accordance with Section 1(b) of this Agreement, including but not limited to administration of transmission service, generation interconnection service, ancillary services, and the transition of existing transmission, generation, and ancillary services on the West Facilities-UGP Basin in place prior to October 1, 2015, to the SPP OATT;
(ii) SPP shall maintain and administer the OASIS in accordance with the provisions contained in the SPP OATT and this Agreement;
(iii) SPP shall perform the role of Planning Coordinator (“PC”), as defined in the NERC Functional Model, for the West Facilities-UGPBasin, including transmission planning;.
(b) SPP, on behalf of Western-UGPBasin Electric, shall administer and provide Transmission Service and ancillary services as the TSP on the West Facilities-UGP Basin beginning October 1, 2015. The term Transmission Service, where used herein, shall include both Point-to-Point Transmission Service (“PTP”) and Network Integration Transmission Service (“NITS”) as defined under the SPP OATT for the use of the West Facilities-UGP Basin for the movement of electric capacity or energy on either a firm or non-firm basis. The term Transmission Customer shall be as defined in the SPP OATT. Transmission Service provisions and charges, Schedule 1 and Schedule 2 ancillary services provisions and charges, and losses, shall be according to the SPP OATT; SPP’s Administration Charge shall be according to Schedule 1-A 1A of the SPP OATT. The term “Administration Charge” as used herein shall be as defined in SPP’s OATT. Ancillary services applicable only Notwithstanding Schedule 4 of the SPP OATT, loads on the West Facilities-Basin included in the Transmission System will not be subject to settlement in the Real-Time Balancing Market, except in the limited case where the loads are temporarily connected to the Balancing Authority Area(s) Eastern Interconnection inside the SPP BAA. For transmission service on the West Facilities-Basin included in the WAUW, SPP’s Transmission Customers shall self-provide or take ancillary services from SPP pursuant to Ancillary Service Schedules 3, 4, 5, and 6 as provided in the Agreement between the United States of America and the Southwest Power Pool for Contract Services for the Western Interconnection Area Power Administration (“WAPA-SPP West Contract”).
