Special Purpose Facilities. The construction and acquisition of Special Purpose Facilities is hereby authorized under and pursuant to the terms and conditions hereinafter set forth in this Article.

For the repair of facilities used for the study, management, protection or enhance- ment of fish and wildlife resources and habitats and related recreational projects; air and water navigation aids and devices and access thereto; and fa- cilities used for scientific research, in- cluding but not limited to aero- nautical, atmospheric, space, geologic, marine, fish and wildlife and other re- search, development, and applications; and, nonstructural facilities that are designed to mimic, enhance or restore natural shoreline stabilization sys- tems:
