Further, 6 CONTRACTOR may mutually agreeshall encourage volunteers/interns who have demonstrated exceptional skills on the 7 Warmline to apply for available paid positions with CONTRACTOR upon written approval of 8 ADMINISTRATOR.
9 E. CONTRACTOR is highly encouraged to augment the above paid staff with qualified and trained 10 volunteers and/or interns upon written approval of ADMINISTRATOR.
11 F. CONTRACTOR shall maintain personnel files for each staff member, in advance both administrative and in writing12 programmatic, both direct and indirect, which shall include, but not be limited to, an application for 13 employment, qualifications for the position, documentation of bicultural/bilingual capabilities (if 14 applicable), pay rate and evaluations justifying pay increases.
15 G. CONTRACTOR shall establish clear P&Ps pertaining to 30 adjust staff’s work location options (i.e. office 16 vs. field/home) and equipment usage (e.g., cell phones, texting devices, and computers). The P&Ps shall 17 address at the staffing requirements described in this paragraphminimum the following:
18 1. Eligibility and selection criteria;
19 2. Staff’s field/home on-duty conduct and responsibilities;
20 3. Supervision plan of staff and equipment including emergency procedure; and
21 4. Confidentiality and records keeping.

36 G. CONTRACTOR shall ensure compliance with ADMINISTRATOR Standards of Care 37 practices, P&Ps, documentation standards and any state regulatory requirements.
1 H. COUNTY shall provide, or cause to be provided, training and ongoing consultation to 2 CONTRACTOR's staff to assist CONTRACTOR in ensuring compliance with ADMINISTRATOR 3 Standards of Care practices, P&P’s, documentation standards and any state regulatory requirements.
4 I. All HIPAA covered healthcare providers, individuals and organizations must obtain a NPI for 5 use to identify themselves in HIPAA standard transactions. The NPI is assigned for life.
6 J. CONTRACTOR, including each employee that provides services under the Agreement, will 7 obtain a NPI upon commencement of the Agreement or prior to providing services under the Agreement. 8 CONTRACTOR shall report to ADMINISTRATOR, on a form approved or supplied by 9 ADMINISTRATOR, all NPI as soon as they are available.

H. CONTRACTOR shall notify 31 ADMINISTRATOR, in writing, within seventy-two (72) hours, hours of any staffing vacancies or filling of vacant positions that occur 32 during the term of the Agreement.

J. COUNTY shall provide, or cause to be provided, training and ongoing consultation to CONTRACTOR's staff to assist CONTRACTOR in ensuring compliance with ADMINISTRATOR Standards of Care practices, P&P’s, documentation standards and any state regulatory requirements.
1. CONTRACTOR shall develop a training curriculum and procedures for new Housing Navigators. The curriculum shall include ongoing plans for supervision and support for Housing Navigators, and CONTRACTOR shall conduct or facilitate required trainings for the Housing Navigation Staff and shall develop and provide training protocol and/or informational materials and updates as requested by COUNTY.
2. Training shall include, but may not be limited to, the following:
a. Policies, procedures and/or guidelines outlining the roles, expectations, and responsibilities for the Housing Navigation Staff;
b. Referral guidelines for Housing Navigation services
c. Orientation to Recovery Principles;
d. COUNTY and COUNTY-contracted mental health programs, community resources;
e. Strategies for self-care and prevention of burn-out;
f. Data collection requirements; and
g. Performance outcome measures.
3. All required training will be completed prior to providing services to clients.
K. The Housing Navigation Program Supervisor shall seek input from clients, service providers for ongoing program development. The Supervisor shall directly supervise the Navigators, and be responsible for ensuring services are in collaboration with the client’s primary treatment provider and/or Outreach and Engagement team, as applicable.
L. In addition to responsibility for ensuring all services identified in this AgreementExhibit A to the Agreement are provided, the Supervisor responsibilities shall also include, but not be limited to:

2. Maintain ongoing communication with appropriate stakeholders on needs assessments, and efficient delivery of services;

4. Submittal of monthly data to ADMINISTRATOR with verification that outcome data is correct;

Staffing. 9 31 A. CONTRACTOR shall establish a written Code of Conduct for employees, volunteers, interns 10 and members of the Board of Directors which shall include, but not be limited to, standards related to 11 the use of drugs and/or alcohol; staff-client relationships; prohibition of sexual contact with clients; and 12 conflict of interest. Prior to providing any services pursuant to this Agreement, all members of the 13 Board of Directors, employees, volunteers and interns shall agree in writing to maintain the standards 14 set forth in the Code of Conduct. A copy of the Code of Conduct shall be provided to each client upon 15 admission and shall be posted in writing in a prominent place.
16 B. CONTRACTOR shall include bilingual/bicultural services to meet the needs of threshold 17 32 languages as determined by COUNTY. Whenever possible, bilingual/bicultural therapists staff should be 18 retained. 33 CONTRACTOR shall draw upon cultural strengths and utilize service delivery and assistance in a 34 manner that is trusted by, and familiar to, many of COUNTY’s ethnically and culturally diverse 35 populations. Cultural and linguistic appropriateness shall be a continuous focus in the development of 36 the programming, recruitment, and hiring of staff that speak the same language and have the same 37 cultural background of the Clients to be serviced. This inclusion of COUNTY’s multiple cultures will 1 assist in maximizing access to services. CONTRACTOR shall provide education and training to staff to 2 address cultural and linguistic needs of population served. Any clinical vacancies occurring at a time 3 when bilingual and bicultural composition of the 19 clinical staffing does not meet the above requirement 4 must be filled with bilingual and bicultural staff 20 unless ADMINISTRATOR consents, in writing, to the 5 filling of those positions with non-bilingual staff. 21 Salary savings resulting from such vacant positions 6 may not be used to cover costs other than salaries 22 and employees benefits unless otherwise authorized in 7 writing, in advance, by ADMINISTRATOR.
23 A. 8 B. CONTRACTOR shall make its best effort to provide services pursuant to this the Agreement in a 24 9 manner that is culturally and linguistically appropriate for the population(s) served. CONTRACTOR 25 10 shall maintain documents of such efforts which may include; but not be limited to: records of 26 11 participation in COUNTY-sponsored or other applicable training; recruitment and hiring policies and 27 proceduresP&Ps; copies 12 of literature in multiple languages and formats, as appropriate; and descriptions of 28 measures taken to 13 enhance accessibility for, and sensitivity to, persons individuals who are physically challenged.
29 14 C. ADMINISTRATOR and CONTRACTOR may mutually agree, in advance and in writing, to 30 adjust the staffing requirements described in this paragraph. CONTRACTOR shall notify 31 ADMINISTRATOR, in writing, within seventy-two (72) hours, of 15 any staffing vacancies or filling of vacant positions that occur 32 during the term of this the Agreement.
16 D. CONTRACTOR shall notify ADMINISTRATOR, in writing, at least seven (7) days in 17 advance, of any new staffing changes; including promotions, temporary FTE changes, and internal or 18 external temporary staffing assignment requests that occur during the term of the Agreement.
19 E. CONTRACTOR shall ensure that all staff, including interns and volunteers, are trained and 20 have a clear understanding of all P&Ps. CONTRACTOR shall provide signature confirmation of the 21 P&P training for each staff member and place it in their personnel files.
22 F. CONTRACTOR shall ensure that all staff completes the COUNTY’s Annual Provider Training 23 and Annual Compliance Training.
24 G. CONTRACTOR shall ensure compliance with ADMINISTRATOR Standards of Care practices, 25 P&Ps, documentation standards and any state and federal regulatory requirements.
26 H. COUNTY shall provide, or cause to be provided, training and ongoing consultation to 27 CONTRACTOR's staff to assist CONTRACTOR in ensuring compliance with ADMINISTRATOR 28 Standards of Care practices, P&P’s, documentation standards and any state and federal regulatory 29 requirements.
30 I. All CONTRACTOR staff must have an initial Department of Justice live scan prior to hire, and 31 updated annual criminal checks through the internet, utilizing Megan’s Law, Orange County Sheriff’s, 32 and Orange County Superior Courts. Staff may be hired temporarily pending live scan results as long as 33 // all the internet checks have been completed and are acceptable.
34 // J. CONTRACTOR shall identify staff to receive jail clearance for the purpose of engaging and 35 // enrolling Clients into the program as needed. 36 // 37 //
1 K. CONTRACTOR shall, at a minimum, provide the following staffing pattern expressed in FTEs 2 continuously throughout the term of the Agreement. 23 A. 6. 29 7. CONTRACTOR shall recruit, hire, train and maintain staff, as applicable, who are Clients, 30 former Clients or family members and who are qualified for the position(s) sought. Documentation may 31 include, but not be limited to, the following: records attesting to efforts made in recruitment and hiring 32 practices, and identification of measures taken to enhance accessibility for potential staff in these 33 categories.
34 8. CONTRACTOR may augment the above paid staff with volunteers or student interns upon 35 written approval of ADMINISTRATOR.
36 9. CONTRACTOR shall maintain personnel files for each staff person, which shall include, 37 but not be limited to, an application for employment, qualifications for the position, results of 1 background checks, applicable licenses, waivers, registrations, documentation of bicultural/bilingual 2 capabilities, status as a Clients, former Client or family member, pay rate, training, and evaluations 3 justifying pay increases.
4 10. All positions are required to maintain a log delineating hours worked and allocated to each 5 program of CONTRACTOR.
6 11. CONTRACTOR shall provide training to service staff covering suicide assessment and 7 crisis intervention, developing safety plans, maintaining healthy boundaries, reporting child abuse, 8 dealing with difficult Clients, meeting facilitation and mediation, confidentiality, identification of 9 strengths, promoting life skills and such other topics identified or provided by ADMINISTRATOR.
10 C. CONTRACTOR and ADMINISTRATOR and CONTRACTOR may mutually agree, in advance and in writing, to 30 adjust modify the staffing requirements described in this paragraph. CONTRACTOR may mutually agreeshall maintain personnel files for each staff member, in advance both administrative and in writing8 programmatic, which shall include, but not be limited to, an application for employment, qualifications for 9 the position, documentation of bicultural/bilingual capabilities (if applicable), pay rate and evaluations 10 justifying pay increases.
11 F. CONTRACTOR shall establish clear P&Ps pertaining to 30 adjust staff’s work location options (i.e., office 12 vs. field/home) and equipment usage (e.g., cell phones, texting devices, and computers). The P&Ps shall 13 address at the staffing requirements described in this paragraphminimum the following:
14 1. Eligibility and selection criteria;
15 2. Staff’s field/home on-duty conduct and responsibilities;
16 3. Supervision plan of staff and equipment including emergency procedure; and
17 4. Confidentiality and records keeping.
18 G. CONTRACTOR shall notify 31 ADMINISTRATOR, in writing, within seventy-two (72) hours, of 19 any staffing vacancies that occur 32 during the term of this Agreement. 33 // 34 // 35 // 36 // 37 //the Contract.

CONTRACTOR shall ensure that all staff, albeit paid or unpaid, complete necessary training prior 24 to discharging duties associated with their titles and any other training necessary to assist CONTRACTOR 25 and COUNTY to be in compliance with prevailing standards of practice as well as State and Federal 26 regulatory requirements.
27 J. CONTRACTOR shall provide ongoing supervision throughout all shifts to all staff, albeit paid or 28 unpaid, direct line staff or supervisors/directors, to enhance service quality and program effectiveness.

CONTRACTOR shall notify 31 provide a 21 minimum of one (1) hour supervision for each ten (10) hours of work by interns or consistent with school or 22 licensing Board requirements. CONTRACTOR shall provide supervision to volunteers as specified in the 23 respective job descriptions or work contracts. Volunteer or student intern services may not comprise more 24 than twenty percent (20%) of the services provided.
25 F. Exceptions to staffing requirements set forth above may be requested if CONTRACTOR deems the 26 decision will benefit the program. Requests for exceptions shall be submitted in writing and approved in 27 advance by ADMINISTRATOR, in writing.
28 G. All program staff having direct contact with Participants shall, within seventythe first (1st) year of employment, 29 be trained in infectious disease recognition, crisis intervention and to recognize physical and psychiatric 30 symptoms that require appropriate referrals to other agencies. CONTRACTOR shall provide ongoing training 31 in topics related to alcohol and drug use on a yearly basis.

27 2. No person shall have been convicted of an arson offense – Violation of Penal Code 28 sections 451, 451.1, 451.5, 452, 452.1, 453, 454, or 455;
29 3. No person shall have been convicted of any violent felony as defined in Penal Code section 31 within five (5) years prior to employment;
32 4. No person, within the preceding two (722) hoursyears, shall have been convicted of any staffing vacancies that occur 32 during criminal 33 offense other than a traffic violation.
34 5. No person, within the term preceding two (2) years, shall have been found guilty of this Agreementany crime 35 related to the use of drugs or alcohol.
36 6. 33 // 34 // 35 // 36 // No person, at any time, shall have been found guilty of any crime involving moral turpitude 37 //by a court of law.
1 7. No person shall be on parole or probation;
2 8. No person shall participate in the criminal activities of a criminal street gang and/or prison 3 gang; and
4 9. No prior employment history of improper conduct, including but not limited to, forging or 5 falsifying documents or drug tests, sexual assault or sexual harassment, or inappropriate behavior with 6 staff or residents at any treatment facility.

A copy of the Code of Conduct shall be provided to each client upon 15 admission and shall be posted in writing in a prominent placeLCSW, 3 LPCC, Licensed MFT, RN, LVN, or LPT.
16 B. 4 C. CONTRACTOR shall include bilingual/bicultural services to meet the needs of threshold 17 5 languages as determined by COUNTYADMINISTRATOR. Whenever possible, bilingual/bicultural therapists staff should 6 be 18 retained. Any clinical vacancies occurring at a time when bilingual and bicultural composition of the 19 7 clinical staffing does not meet the above requirement must be filled with bilingual and bicultural staff 20 8 unless ADMINISTRATOR consents, in advance and in writing, to the filling of those positions with 9 non-bilingual staff. 21 Salary savings resulting from such vacant positions may not be used to cover costs 10 other than salaries 22 and employees benefits unless otherwise authorized authorized, in advance and in writing, in advance, by 11 ADMINISTRATOR.
23 A. 12 D. CONTRACTOR shall maintain personnel files for each staff person, including management and 13 other administrative positions, both direct and indirect to the Agreement, which shall include, but not be 14 limited to, an application for employment, qualifications for the position, applicable licenses, Live Scan 15 results, waivers, registrations, documentation of bicultural/bilingual capabilities (if applicable), pay rate 16 and evaluations justifying pay increases.
17 E. CONTRACTOR shall make its best effort to provide services pursuant to this the Agreement in a 24 18 manner that is culturally and linguistically appropriate for the population(s) served. CONTRACTOR 25 19 shall maintain documents of such efforts which may include; but not be limited to: records of 26 20 participation in COUNTY-sponsored or other applicable trainingTraining; recruitment and hiring policies policy and 27 21 procedures; copies of literature in multiple languages and formats, as appropriate; and descriptions of 28 22 measures taken to enhance accessibility for, and sensitivity to, persons individuals who are physically 23 challenged.
24 F. CONTRACTOR shall develop a policy governing supervision of staff that will be approved by 25 the ADMINISTRATOR. That policy will address the training needs of all staff and ensure that direct 26 service staff are trained in: suicide assessment and crisis intervention, developing safety plans, 27 maintaining healthy boundaries, reporting child abuse, dealing with difficult Clients, and medication, 28 confidentiality, identification of strengths, promoting life skills, meeting facilitation and such other 29 C. ADMINISTRATOR topics identified by the ADMINISTRATOR.
30 G. CONTRACTOR shall maintain a current signature list including each supervisor and provider 31 of direct services who signs chart documentation. The list shall include the printed/type staff name and 32 title, followed by the legal signature with title as it appears on all chart documents. For licensed or 33 registered clinical staff, the name must match the name on the license or registration.

1 H. COUNTY shall provide, or cause to be provided, training and ongoing consultation to 2 CONTRACTOR's staff to assist CONTRACTOR in ensuring compliance with ADMINISTRATOR 3 Standards of Care practices, P&P’s, documentation standards and any state regulatory requirements.

29 13 C. ADMINISTRATOR and CONTRACTOR may mutually agree, in advance and in writing, to 30 adjust the staffing requirements described in this paragraph. 10 F. CONTRACTOR may augment the above paid staff with volunteers upon written approval of 11 ADMINISTRATOR.

CONTRACTOR shall maintain personnel files for each staff member, including the management 13 and other administrative positions, both direct and indirect, which will include, but not be limited to, and 14 application for employment, qualifications for the position, documentation of bicultural/bilingual 15 capabilities (if applicable), pay rate and evaluations justifying pay increases.
16 H. CONTRACTOR shall ensure that all staff are trained and have a clear understanding of all 17 ADMINISTRATOR and CONTRACTOR P&P related to the services provided under the Contract. 18 CONTRACTOR shall provide signature confirmation of the P&P training for each staff member, and 19 place it in their personnel files.
20 I. CONTRACTOR shall provide effective administrative management of the budget, staffing, 21 recording, and reporting portion of the Contract. If administrative responsibilities are delegated to 22 subcontractors, CONTRACTOR must ensure that any subcontractor(s) possess the qualifications and 23 capacity to perform all delegated responsibilities. These responsibilities include, but are not limited to, 24 the following:
25 1. Designate the responsible position(s) in your organization for managing the funds allocated 26 to this Agreementprogram;
27 2. Maximize the use of the allocated funds;
28 3. Ensure timely and accurate reporting of monthly expenditures;
29 4. Maintain appropriate staffing levels;
30 5. Request budget and/or staffing modifications to the Contract;
31 6. Effectively communicate and monitor the program for its success;

CONTRACTOR shall provide training to service staff covering suicide assessment and crisis 9 intervention or indications of suicidal risk (depending on scope of practice), developing safety plans, 10 maintaining healthy boundaries, reporting child abuse, dealing with difficult Clients, meeting 11 facilitation. basic knowledge of psychotropic medications, confidentiality, identification of strengths, 12 promoting life skills and such other topics identified by ADMINISTRATOR. Formal training sessions 13 may also be used to cover these topics but cannot substitute for weekly supervision hours.
14 J. CONTRACTOR shall maintain a current signature list including each supervisor and provider 15 of direct services who signs chart documentation. The list shall include the printed/type staff name and 16 title, followed by the legal signature with title as it appears on all chart documents. For licensed or 17 registered clinical staff, the name must match the name on the license or registration.
18 K. WORKLOAD STANDARDS - CONTRACTOR understands and agrees that at any given time 19 the standards referenced below are minimum standards, and shall make every effort to exceed these 20 minimums.

6 F. WORKLOAD STANDARDS
7 1. CONTRACTOR shall achieve a total of fifty (50) successful linkages and a total of 1,500 8 yearly contacts; which equates to a minimum of twenty-five (25) linkages/ per FTE, three (3) daily 9 contacts/ per FTE, or the modified productivity levels for certain staff that was established for FY 2009- 10 10.
11 2. CONTRACTOR shall be expected to meet or exceed established standards for 12 FY 2009-10.
13 G. CONTRACTOR shall recruit, hire, train and maintain staff who are persons in recovery. These 14 individuals shall not be currently receiving services directly from CONTRACTOR. Documentation 15 may include, but not be limited to, the following: records attesting to efforts made in recruitment and 17 categories.
18 H. CONTRACTOR may augment the above paid staff with volunteers or interns upon written 19 approval of ADMINISTRATOR.
20 I. CONTRACTOR shall maintain personnel files for each staff person, including the Executive 21 Director and other administrative positions, which shall include, but not be limited to, an application for 22 employment, qualifications for the position, documentation of bicultural/bilingual capabilities (if 23 applicable), pay rate and evaluations justifying pay increases.
24 J. All positions are required to maintain a log delineating hours worked and allocated to each 25 program of CONTRACTOR.
26 K. CONTRACTOR shall submit a staff vacancy report to ADMINISTRATOR within five (5) 27 working days following the termination, resignation, or notice of resignation of any clinical employee. 28 The report shall include the employee's name, position title, date of resignation and a description of the 29 recruitment activity to replace the employee.
30 L. CONTRACTOR shall provide training to service staff covering suicide assessment and crisis 31 intervention, developing safety plans, maintaining healthy boundaries, reporting child abuse, dealing 32 with difficult clients, meeting facilitation and medication, confidentiality, identification of strengths, 33 // promoting life skills and such other topics identified by the COUNTY. Formal training sessions may 34 // also be used to cover these topics but cannot substitute for weekly supervision hours. 35 // M. 28 F. CONTRACTOR shall ensure that all staff complete the COUNTY’s Annual Provider Training 29 and Annual Compliance Training.
30 G. CONTRACTOR shall ensure compliance with ADMINISTRATOR Standards of Care 31 practices, P&Ps, documentation standards, and any state and federal regulatory requirements.
32 H. COUNTY shall provide, or cause to be provided, training and ongoing consultation to 33 // CONTRACTOR's staff to assist CONTRACTOR in ensuring compliance with ADMINISTRATOR 34 // Standards of Care practices, P&P’s, documentation standards, and any state and federal regulatory 35 // requirements. 36 // 37 //

34 1. One (1) DSH will be equal to sixty (60) minutes of direct service.
35 2. CONTRACTOR shall provide an average of one hundred (100) DSHs per month or one 36 thousand two hundred (1,200) DSHs per year per FTE of direct clinician time which shall include 37 Mental Health, Case Management, Crisis Intervention, and Medication Management Services.
1 CONTRACTOR understands and agrees that this is a minimum standard and shall make every effort to 2 exceed this minimum, unless otherwise approved by ADMINISTRATOR.
3 3. CONTRACTOR shall provide a minimum of fifteen thousand nine hundred thirty-six 4 (15,936) direct service hours for Client related services, with a minimum of one thousand four hundred 5 forty (1,440) hours of medication support services and fourteen thousand four hundred ninety-six 6 (14,496) hours of other mental health, case management and/or crisis intervention services as outlined 7 below. CONTRACTOR understands and agrees that these are minimum requirements and shall make 8 every effort to exceed these minimums.
9 4. CONTRACTOR shall maintain an active and ongoing caseload of one hundred forty-one 10 (141) Clients throughout the term of the Agreement. The make-up of the Clients shall be as follows: 11 one hundred and nine (109) Clients who are on LPS conservatorship and currently, or have history of 12 placement, in long-term care facilities or residential rehabilitation care facilities; and thirty-two (32) 13 Clients who are participating in the COUNTY’s Assisted Intervention court. 3 E. CONTRACTOR is highly encouraged to augment the above paid staff with qualified and trained 4 volunteers and/or interns upon written approval of ADMINISTRATOR.
5 F. CONTRACTOR shall maintain personnel files for each staff member, in advance both administrative and in writing6 programmatic, both direct and indirect, which shall include, but not be limited to, an application for 7 employment, qualifications for the position, documentation of bicultural/bilingual capabilities (if 8 applicable), pay rate and evaluations justifying pay increases.
9 G. CONTRACTOR shall establish clear P&Ps pertaining to 30 adjust staff’s work location options (i.e. office 10 vs. field/home) and equipment usage (e.g., cell phones, texting devices, and computers). The P&Ps shall 11 address at the staffing requirements described in this paragraphminimum the following:

13 2. Staff’s field/home on-duty conduct and responsibilities;

16 30 B. CONTRACTOR shall include bilingual/bicultural services to meet the needs of threshold 17 31 languages as determined by COUNTY. Whenever possible, bilingual/bicultural therapists staff should be 18 retained. 32 Any clinical vacancies occurring at a time when bilingual and bicultural composition of the 19 clinical staffing does not 33 meet the above requirement must be filled with bilingual and bicultural staff 20 unless ADMINISTRATOR 34 consents, in advance and in writing, to the filling of those positions with non-bilingual staff. 21 Salary 35 savings resulting from such vacant positions may not be used to cover costs other than salaries 22 and 36 employees benefits unless otherwise authorized in writing, in advance, by ADMINISTRATOR. 37 //
1 C. CONTRACTOR shall be responsible for the recruitment of all mentors and volunteers used in 2 the program.
23 A. CONTRACTOR 3 1. Recruitment efforts shall make its best effort to provide services pursuant to this Agreement in a 24 manner that is culturally and linguistically appropriate for the population(s) served. CONTRACTOR 25 shall maintain documents of such efforts which may include; , but not be limited to: records of 26 participation , recruiting from the corporate, 4 professional, and educational institutions in COUNTY-sponsored or other applicable training; recruitment and hiring policies and 27 procedures; copies of literature in multiple languages and formats, as appropriate; well as other neighborhood and descriptions of 28 measures taken to enhance accessibility for, cultural 5 groups that represent the local demographics. Recruitment efforts shall take into consideration the 6 principles outlined in the MHSA and sensitivity to, persons shall include those who are physically challengedbilingual in threshold languages, 7 former recipients of behavioral health services, and/or family members of those who have received 8 behavioral health services.
29 C. ADMINISTRATOR and CONTRACTOR may mutually agree, in advance and in writing, to 30 adjust the staffing requirements described in this paragraph9 2.
