STRIKES, SLOWDOWNS. The Union agrees that there will be no strikes, slow downs, stoppages of work or any interference with the efficient management of the Division or the County. The County agrees that there shall be no lockout of employees for any reason. It is agreed by the County and the Union that nothing contained in this section or any part of this Agreement shall be used to form the basis for an allegation of a violation of this Agreement for the purpose of supporting any legal action until the complaining party has given notice to the other party of the offense charged at the latter party, having been allowed a reasonable opportunity to correct the violation, shall refuse to do so. Nothing herein contained shall abridge the right of any duly authorized representative of the Union to present the views of the Union to the citizens on issues which affect the welfare of its members.
