SUBCONTRACTING, DELEGATION AND ASSIGNMENT. Neither party shall subcontract, delegate or assign it duties or rights hereunder, either in whole or in part, without the prior written consent of the other party. Any proposed subcontract, delegation or assignment shall identify the proposed subcontractor, delegee or assignee, and provide a description of the services to be covered and an explanation of why and how the same was selected.

SUBCONTRACTING, DELEGATION AND ASSIGNMENT. A. Consultant shall not delegate, subcontract or assign its duties or rights hereunder, either in whole or in part, without the prior written consent of the Director of Public Works; provided, however, that claims for money due or to become due to Consultant from City under this Agreement may be assigned to a bank, trust company or other financial institution without such approval. Any proposed delegation, assignment or subcontract shall provide a description of the services to be covered, identification of the proposed assignee, delegee or subcontractor, and an explanation of why and how the same was selected, including the degree of competition involved.
