Subjects of Consultation. The parameters established by sections A and B of this Article shall be considered binding contractual obligations, the breach of which may be grieved pursuant to Article III of this Agreement. Scheduling decisions that comply with the parameters established by sections A and B above shall be considered administrative decisions, excluded from grievance pursuant to Article III of this Agreement, but subject to the consultative obligations and the review procedures set forth in this section.
