Staff recommends that the Grade Crossing Protection Fund (GCPF) be used to pay 100% of the estimated approach costs, in an amount not to exceed $78,000. Staff would normally recommend that the City pay 100% of the costs for the approach grade improvements. Due to documented financial hardship (Exhibit D), the City is unable to pay the costs for the approach grade improvements. Staff considers the proposed approach improvements important enough to recommend that the GCPF be used to pay those costs. Since the GCPF is a Motor Fuel Tax-based funding source, the highway approach design should also meet the minimum 3R guidelines for existing highways contained in Chapter 33 of the Illinois Department of Transportation’s (IDOT) Bureau of Local Roads and Streets Manual.
