Target Population and Eligibility Criteria. 1. The CONTRACTOR is to receive Participant referrals from the COUNTY. These Participants must be experiencing homelessness in the North, Central, or South SPA and should have been prioritized for an EHV through the Individual CES process. The Participants must have provided appropriate documentation and verifications of meeting the minimum eligibility criteria.
