Testing/Trouble Reporting. 1.13.4.1 NewPhone Charter will be responsible for testing and isolating troubles on Network Elements. NewPhone Charter must test and isolate trouble to the BellSouth network before reporting the trouble to the UNE Customer Wholesale Interconnection Network Services (CWINS) Center. Upon request from BellSouth at the time of the trouble report, NewPhone Charter will be required to provide the results of the NewPhone Charter test which indicate a problem on the BellSouth network.
1.13.4.2 Once NewPhone Charter has isolated a trouble to the BellSouth network, and has issued a trouble report to BellSouth, BellSouth will take the actions necessary to repair the Network Element when trouble is found. 1.13.4.3 If NewPhone Charter reports a trouble on a BellSouth Network Element and no trouble is found in BellSouth’s network, BellSouth will charge NewPhone Charter a Maintenance of Service Charge for any dispatching and testing (both inside and outside the CO) required by BellSouth in order to confirm the Network Element’s working status. BellSouth will assess the applicable Maintenance of Service rates from BellSouth’s FCC No.1 Tariff, Section 13.3.1.
