Tests Upon and After Synchronization of the Complex and Commissioning Tests. (a) After first synchronizing the Complex, initial operational testing of the Complex shall be conducted by the Contractor. Once the Contractor is satisfied that the Complex is capable of c ontinued reliable op eration, the C ontractor sh all r equest the E ngineer t o i ssue the Certificate of R eadiness. Upon the issuance by the E ngineer of t he C ertificate o f Readiness, the Contractor shall so notify the Employer and carry out the following tests (the “Commissioning Tests”), which if the Complex satisfies the minimum performance criteria therefor, will result in the Complex being Commissioned and in the establishment of the Commercial Operations Date in accordance with Section 9.3(c)(iii): (i) initial Tested Capacity test; (ii) reliability run test; (iii) automatic voltage regulator droop; (iv) turbine governor operation, including a steam governor over speed test; (v) reactive capability; (vi) minimum load capability; (vii) response of Complex to step load changes; and (viii) full load rejection Minimum pe rformance c riteria for t he C ommissioning T ests are i ncluded in The Commissioning and Testing Schedule. (ii) The Contractor will declare to the Employer the commencement of the test and will record the reading of the Metering System. (iii) The test duration will be six (6) continuous hours and at the end of this period the Contractor will record the new reading of the Metering System. The initial Tested Capacity as d etermined by such test shall be the difference between the reading taken at the end of the six (6) hour period and the reading taken at the beginning of such period, divided by six (6) and such result adjusted to Reference Condition; provided, t hat, subject t o Section ●[ ], the initial Tested Capacity shall not be considered to have be en established un less the result o f su ch determination i s equal to or greater than the Contract Capacity and satisfies the minimum criteria for such test set forth in Schedule [●]. (b) Reliability Run and initial Tested Capacity. Upon completion of the reliability run test prerequisites as included in Schedule [●], the Contractor shall de clare to t he E mployer t he c ommencement o f t he reliability r un test (including t he test u nder Section 9.3(a)(i)). D uring t he 30 (thirty) day period of t he reliability run test, the initial Tested Capacity of the Complex will be determined in the following manner8.4:
(i) Reliability Run Test: A test for a period of twenty four (24) hours, which shall include three (3) continuous hours at maximum continuous rating however any interruption caused due to Grid (in)stability or failure shall not be considered as interruption to this test (“Reliability Run Test”); The Complex Seller shall give the Purchaser no less than twenty four (24) hours prior written notice of the first Reliability Run Test. The Purchaser may observe the Reliability Run Test. The Seller shall be in operation at full output with normal auxiliaries and full colony load, if connected directly entitled to carry out as many Reliability Run Tests as are required to satisfy the Complex, in servicerelevant criteria.
(ii) Contract Capacity Test: A test (“Contract Capacity Test") in accordance with the following criteria:
(A) The Contractor will declare to Contract Capacity shall be determined/finalised by measuring the Employer electrical energy at the commencement of the test and will record the reading of delivery point recorded by the Metering SystemSystem while all generating units are operating at 100% base load.
(iiiB) The test duration will shall be six conducted for three (63) continuous hours based on the relevant ASME, ISO and IEC standards for the plant using plant instrumentation and the Metering System in the presence of the Engineer. For the avoidance of doubt: (i) the Seller can request for up to three (3) attempts to carry out the aforementioned testing; (ii) the Seller may at its sole discretion interrupt any such test (during the three (3) hour testing period) and thereafter request for repetition of such test after a minimum of forty-eight (48) hours; (iii) the Purchaser shall ensure the availability of the necessary Grid System Frequency and Grid System Voltage – and any interruption caused by the non-availability of (or faults in) the Grid System shall not affect the overall testing time of three (3) hours; (iv) during such testing, normal auxiliaries shall remain in operation; and (v) colony/residential load shall be accounted for while calculating the net electrical load (in case the colony/residential lodge is attached to the plant load).
(C) At the end of this period the Contractor will testing period, the Seller shall record the new reading of the Metering System. The initial Tested ; and the Contract Capacity (as d etermined determined by such test test) shall be the difference between the reading taken at the end of the six abovementioned three (63) hour period and the reading taken at the beginning of such period, divided by six three (6) and such result adjusted to Reference Condition; provided, t hat, subject t o Section ●[ ], the initial Tested Capacity shall not be considered to have be en established un less the result o f su ch determination i s equal to or greater than 3). Upon completion of the Contract Capacity and satisfies the minimum criteria for such test set forth in Schedule [●]. (v) OEM Generator capability curve shall be provided in relation to reactive capability;
