The Civil Service Commission. Upon the receipt of an employee grievance the Commission shall make such investigation as it may deem necessary and shall hold a hearing within twenty days upon receipt of the grievance. The Commission shall make findings and a decision. The decision of the Commission will have the effect of a judgment. Due notice of the hearing shall be given to all concerned parties by the Personnel Officer.
