Time Limits and Officers. The time limits prescribed for the performance of any act in the grievance or arbitration procedures may be extended by mutual consent of the Employer and the Union. Requests for extension must be made in writing to the President of the Union if requested by the Employer, or the Assistant Vice-President, Human Resources if requested by the Union. In the event of a request for extension of time at any step of the grievance procedure, the grievance shall remain static from the time of receipt of such request until the request has been replied to. In the event the Employer fails to reply to a grievance within the prescribed time limits at any step, the Union may submit the grievance to the next higher step of the grievance procedure. In the event that a grievance is not presented to the next higher step of the grievance procedure within the prescribed time limits, the grievance shall be deemed to have been abandoned, unless the time limits have been extended by mutual agreement. Officers, members of the Grievance Committee or Zone Representatives involved in the grievance procedure may be substituted for by designated alternates provided such alternates are officers of the Union.
