TIPPING FEES AT THE TRANSFER. STATION‌ Contractor shall charge each Person disposing of Solid Waste at either the Meadow Vista or Foresthill Transfer Stations a Tipping Fee for Solid Waste delivered to and accepted by Contractor at either such Transfer Station; provided, however, that residents and businesses of the Foresthill area who pay the Foresthill Mandatory Basic Service Fee or subscribe to Contractor’s collection services may dispose of certain quantities and types of Solid Waste at the Foresthill Transfer Station without any additional charge as described in Section 4 below. The initial Transfer Station Tipping Fees are set forth in Exhibit B attached hereto, and such fees shall be adjusted from time to time in accordance with this Agreement. Both parties acknowledge that the Transfer Station Tipping Fees described in Exhibit B consist of three distinct rate components: (1) a “Service Fee” component which reflects the costs of the Contractor, including Contractor’s profit, to operate the Transfer Stations and to transport Solid Waste from these stations to the Materials Recovery Facility, (2) a direct “pass through cost” of the Disposal Fees charged to dispose of Solid Waste at the Materials Recovery Facility, which are set by the Western Placer Waste Management Authority, and (3) the Fee Surcharge.‌
