Use of Moneys in the Certificate Fund. The Trustee shall establish and maintain a separate fund to be known as the “Certificate Fund” and within such fund a Contribution Account. All moneys in the Certificate Fund shall be held by the Trustee in trust and applied by the Trustee to the payment of the costs of the Project and of expenses incident thereto (or for making reimbursements to the Corporation, the City or any other person, firm or corporation for such costs theretofore paid by him or it), including, without limitation, architectural and engineering fees and expenses, furniture and equipment, tests and inspections, surveys, land acquisition, insurance premiums and losses during construction not insured against because of deductible amounts. Except as described in the preceding paragraph, before any payment is made from the Certificate Fund, the City shall cause to be filed with the Trustee a Written Request of the City, with the approval of the Finance Director of the City or his or her duly authorized representative endorsed thereon, showing with respect to each payment to be made:
