Staff recommends that the Grade Crossing Protection Fund (GCPF) be used to pay 100% of the estimated approach costs, in an amount not to exceed $78,000. Staff would normally recommend that the City pay 100% of the costs for the approach grade improvements. Due to documented financial hardship (Exhibit D), the City is unable to pay the costs for the approach grade improvements.
